The Low Carbon Contracts Company (LCCC) exists to help decarbonise the generation of electricity and make it more affordable for the future. Our work is central to the delivery of the Government’s objective to achieve Net Zero target by 2050.

We perform central functions in the operation of the low-carbon electricity generation Contracts for Difference (CfD), the Hydrogen Production Revenue Support Contracts (HPRSC) and electricity security Capacity Market (CM) schemes. LCCC will also have a central role in delivering the nuclear Regulated Asset Base (RAB) funding model and the Carbon Capture Use and Storage (CCUS) business models.

Policy, Regulation & Business Development Team

This team has a central role in the delivery of LCCC’s corporate strategy to accelerate the delivery of Clean Power 2030 by shaping and implementing schemes which enable low-carbon investment at least cost to the consumer.

The key activities of the team include:

  • Providing critical analysis on Net Zero policies and market developments
  • Identifying and being responsible for analysing commercial risks and opportunities
  • Advising and supporting Government on changes to policy and regulation
  • Engaging internal and external stakeholders including government and industry
  • Supporting business development work for growth of the business via new schemes
  • Horizon scanning to support strategy, scheme evolution, and business readiness
  • Working with other parts of the business including Legal, Contract Management and Operations

Role Summary

The Policy & Commercial Development Lead will report to the Policy & Commercial Manager and will be expected to work closely with other members of the team and the wider organisation. The Policy & Commercial Development Lead will:

  • Conduct policy, regulation and contractual analysis, with a focus on electricity and hydrogen markets and policy
  • Track, understand, engage with and communicate key market and policy developments, especially relating to electricity market design, retail electricity markets and UK hydrogen policy and strategy
  • Identify and produce analysis and insights that will help deliver the company’s strategy to be an independent Centre of Expertise and Trusted Advisor on Scheme Delivery, and inform company positions on future policy design and development
  • Work closely with Strategy, Communications, Analytics and other LCCC business areas to help build LCCC’s capacity and capability to support the delivery of analysis and insights
  • Collaborate and build relationships with external stakeholders, including in government, Ofgem, NESO, trade associations and industry
  • Lead and/or support the development of our policy, regulation and business development work on existing and new schemes, with a focus on hydrogen
  • Work with colleagues, industry and DESNZ to quantify impacts of policy and commercial changes on consumers and our managed schemes counter parties
