Capital Close Out Manager

Yorkshire Water is looking for a Capital Close Out Manager to lead and own our end‑to‑end capital project closure process. The role will be based in Bradford initially, moving to Leeds Valley Park in September 2026. This is a hybrid role (2‑3 days in office per week).

Where you fit in

Capital Close Out Manager

Key responsibilities include:

  • Lead & manage end‑to‑end capital project close‑out, targeting closure times below 360 days and sustaining improvement.
  • Own and deliver backlog reduction strategy, preventing new backlog build‑up and reporting progress.
  • Drive reduction of open purchase‑order liabilities, tracking against targets and updating Finance & Capital Delivery leadership.
  • Oversee governance & approval of write‑off business cases to ensure audit‑readiness.
  • Establish and maintain standardised, documented close‑out processes ensuring accountability and robust controls.
  • Build relationships across Finance, Procurement, Commercial and Capital Delivery to resolve complex stalled closures.
  • Lead, coach & develop a specialist close‑out team, coordinating workloads and chairing meetings.
  • Drive continuous improvement, including AI‑enabled procurement tools, and report on backlog and liability trends.
Skills & qualifications
  • Experience managing complex financial, commercial or project close‑out activities in large‑scale infrastructure or utilities.
  • Proven record of leading specialist teams and delivering measurable process improvements in regulated organisations.
  • Experience of formal financial governance frameworks – business cases, commercial recommendations and decision papers.
  • Ability to manage multiple priorities in fast‑paced matrix environments.
  • Credible leadership with trusted relationships, stakeholder influence and continuous improvement mindset.
  • Strategic and analytical thinking with practical solutions.
  • Experience leading end‑to‑end procurement & contracting – supplier engagement, negotiations, contract management, performance monitoring.
  • Professional qualification in procurement, finance or project management, or equivalent experience (ideally within NEC contract environment).
Additional benefits
  • Extensive experience managing large‑scale infrastructure or procurement – strong understanding of capital finance and commercial agreements.
  • Leadership capability in regulated organisations – design & implementation of operating models, frameworks.
  • Commercial, procurement and contract expertise – including NEC or similar contracts, defect periods, asset depreciation.
  • Collaboration & analysis skills with ERP & procurement systems such as SAP & Ariba.
