Senior Programme Officer - Job Evaluation Engagement
The Pay, Reward and Employment Relations directorate is responsible for a programme of work that, through partnership working with trade unions and employers, and other national stakeholders ensures that national pay and contractual provisions are implemented correctly and consistently by NHS organisations. We also ensure that employers views on matters relating to pay, contracts and pensions are represented at national level.
We are looking for a Senior Programme Officer to set up and run a programme of engagement across England relating to use of the NHS job evaluation scheme. This is an exciting opportunity to support and contribute to work programmes that underpin national policy decisions on pay, reward and employment relations for the NHS workforce.
Main duties of the job- Coordinate the organisation of and, where necessary facilitate, meetings, networks and stakeholder groups including events and webinars.
- Build relationships with internal and external stakeholders and support intelligence gathering and sharing.
- Undertake web-based research and support the development of resources, reports and web-based materials with specific reference to the job evaluation work programme ensuring complex information is presented clearly and simply.
- Assist with gathering employer views to support national policy development and contract-related work.
- Support with the delivery of agreed work programmes and assist in the completion of relevant reporting for programme delivery within agreed timescales.
- With oversight from the head of team, provide a secretariat service to networks. Have oversight of all team activities to provide prompts and outline drafts in relation to planning, delivery, follow up actions and note-taking, communications, resources, briefings, attendance and evaluation. For in-person events this will include confirming, understanding and arranging appropriate venue, logistical and hospitality needs and providing technical support.
- Capture, record and collate relevant information and good practice from stakeholders. Summarise information and identify trends in a timely manner, and work with the team to identify insights and themes for potential product and policy development.
- Ensure that effective and timely communications are delivered to stakeholders and signpost to relevant resources.
- Support colleagues engagement activities by doing desk research to produce suitably detailed and accurate briefings.
- Maintain records of contacts and activities to ensure details are accurate and up to date to effectively analyse and report on work.
- Provide the team with relevant data, produce reports and evaluate impact. Lead the assessment of evaluation and impact, including collating feedback and supporting the adaption of the work to meet the needs of the commissioner and stakeholders.
- Act as an initial contact for engagement related queries, offering advice, ensuring queries are dealt with in an appropriate and professional manner.
- Respond directly to straightforward enquiries and provide first draft responses to more complex questions.
- Identify and utilise opportunities for collaboration to support effective programme delivery.
- Project manage specific pieces of work that are allocated to you including but not limited to the job evaluation regional support offer.
- Identify, develop and maintain stakeholder relationships both internally and externally (including NHS trade unions) through cross team collaboration and engagement, listening to views and ideas to shape future programme development and delivery, and ensuring the employer position is clearly represented and understood. This will enable us to develop a stronger understanding of how current policies are impacting employers and will help the team to represent employers views in national discussions and negotiations.
Specification Experience
- Experience of using a variety of communication and engagement tools, to develop and support engaging communications and events.
- Experience of using organisation and project management skills to proactively coordinate a range of meeting secretariat and logistical tasks, with tight deadlines including a high level of proficiency working with a range of digital programmes to support engagement and evaluation activities.
- Experience of producing written briefings, reports and webpage content.
- An understanding of the NHS job evaluation scheme and other employment relations related topics to be able to respond to relevant queries from employers.
- Good understanding of the workforce issues facing healthcare providers, the requirements of partnership working with NHS trade unions and how these impact on this work area.
- Ability to proactively drive work independently, work to tight deadlines and manage conflicting priorities.
- Ability to maintain effective and productive professional working relationships, both within and outside the NHS.
