HSSE Manager - Engineering

Role Purpose

Chiltern Railways operate between the West Midlands and London, providing journey options to Aylesbury, Oxford, Birmingham, Stratford‑Upon‑Avon and other destinations. The HSSE (Health, Safety, Security and Environment) team supports this by providing a safe railway environment to all its stakeholders, including the public and employees.

The HSSE Manager:
Engineering will have the principal responsibility of providing HSSE business partner support to the Engineering function within Chiltern Railways. This includes working with the management team within Engineering to implement HSSE initiatives, develop suitable risk assessments and HSSE arrangements, oversee incidents and investigations, take ownership of the audit plan and provide general support with any recommendations and actions arising from HSSE activities.

The HSSE Manager:
Engineering will also take ownership of specific HSSE‑related work streams and projects, as identified by the Head of HSSE, including initiatives that are identified in the Annual HSSE Plan. They will support and collaborate with the wider HSSE team and, if required, deputise for the Head of HSSE.

Key Accountabilities
  • Work with the Head of HSSE and wider HSSE team to set objectives and targets for the annual health and safety plan.
  • Maintain and develop health and safety standards relevant to the Engineering function.
  • Monitor close call and incident trends in Engineering, assisting managers with investigations and improvements.
  • Ensure generic health and safety risk assessments for the Engineering function are in place and communicated to the teams.
  • Provide advice to managers in Engineering to support the completion of task/activity/depot specific risk assessments and ensure they are in place.
  • Set and support the health and safety annual audit plan for Engineering and undertake health and safety compliance audits using a risk‑based approach.
  • Oversee and coordinate ISO/PAS
    99 accreditation, ensuring the Integrated Management System (IMS) meets the required standard.
  • Support change management arrangements and safety validation for Engineering projects.
  • Ensure effective consultation arrangements are in place with union representatives in Engineering for changes that can impact health, safety and wellbeing of staff.
  • Work with Facilities, Estates SMEs, Commercial teams and Project Managers to ensure health and safety arrangements are considered for the Engineering function in relation to depots.
  • Attend internal meetings in Engineering as the HSSE SME, and other meetings as deemed necessary by the Head of HSSE.
  • Collaborate with other SMEs, teams and unions in Chiltern Railways as required.
  • Collaborate with and attend external meetings with the regulator, industry bodies and other TOCs as required.
  • Maintain the necessary competence to fulfil the role, staying abreast of legislation changes and scanning the horizon for health and safety best practice and innovation.
Person Specification

Essential Criteria
  • Have a good understanding of railway operations.
  • Hold the NEBOSH Certificate in Occupational Safety and Health (or equivalent).
  • Have good knowledge of health and safety legislation, both in general and in its application to railway operations.
  • Ability to influence internal stakeholders, communicating clearly and concisely.
  • Ability to represent Chiltern Railways in discussions with external stakeholders (e.g. industry groups, regulator, other TOCs).
  • Good IT skills including use of Excel, Word, PowerPoint, Outlook and Sharepoint.
  • Able to manage own workload and prioritise multiple tasks.
  • Highly motivated with a strong desire for continual improvement.
  • Hold PTS.
Desirable Criteria
  • Hold the NEBOSH Diploma in Occupational Safety and Health (or equivalent).
  • Be a member of the Institution of Occupational Safety and Health (IOSH), working towards Chartered Membership (CMIOSH).
  • Hold, or be working towards, a lead auditor’s qualification.
