The Network Management team is responsible for ensuring that all works affecting the highway in Leeds are coordinated, carried out safely and with minimum disruption

As one of the Network Management team’s Senior Network Management Engineers in the Highways & Transportation Service you will thrive on ensuring effective operation of the city’s highway network, preventing unnecessary disruption for people, goods and services. We work closely with internal and external parties for the planning and delivery of projects and ensure compliance with codes of practice, as well as working with the public and elected representatives to answer queries and resolve issues that may arise.

You will be a key individual involved in the city’s proposed Lane Rental Scheme which has been approved by the Department for Transport.

About youAs a Senior Network Management Engineer, you will bring to the role:

Significant Knowledge of highway engineering and construction, highway network management and associated legislation/codes of practice including the planning, performance and safety of projects affecting the public highway.

Significant knowledge and experience of Streetworks Permitting Significant knowledge of the aims and objectives of Lane Rental Schemes

Experience of gathering a wide range of information and accurately entering and retrieving data/information from digital and manual systems, preparing and presenting reports and data to a wide range of audiences, including preparing technical reports and spreadsheets and interpreting engineering and traffic management drawings.

Substantial experience of communicating appropriately and effectively with a wide range of people including internal and external partners, customers and members of the public, through a variety of different methods, influencing views and behaviour.

About the role

As our next Senior Network Management Engineer, you will join the team at an exciting time as we prepare to implement a Lane Rental scheme across Leeds.

You will lead a team and manage procedures in respect of the Traffic Management Act 2004, the New Roads and Street Works Act 1991 and the Highways Act 1980, ensuring that all works, events or unplanned incidents on the highway network are coordinated, safe, comply with legislation and cause minimum disruption to road users.  You will manage and oversee inspection targets, monitor and report performance of utilities and other work promoters and be able to interpret traffic management/engineering drawings.

You will maintain effective consultation and communication with stakeholders, elected members, MP’s and the general public, responding to requests, reports or complaints.

Leeds City Council operates a permit scheme for street/road works across the city.  You will be expected to ensure that all permit applications are assessed within the required timescale, coordinated and that the appropriate conditions are applied to minimise disruption.  You will deputise for the Principal Engineers and support the Principal Operations Lane Rental Manager to identify collaborative working opportunities, identify and assess Lane Rental charges and engage with internal teams to meet service delivery.
