The national salary range is £58,511 – £65,329, London salary range is £63,343 – £70,725. Salary will be dependent on base location. Working pattern:

Ways of Working

Location

Successful candidates may be based at 102 Petty France, London or 5 Wellington Place, Leeds. Occasional travel between the two locations may be required. The role offers a hybrid working model, balancing remote work and time spent in the base location.

Role Overview

The Criminal Courts and Victims Directorate is recruiting a permanent Grade 7 Head of Victims Data, Digital, Monitoring and Evaluation Policy. The role sits within the Victim and Witness Commissioning and Implementation Unit, acting as the key link between victims’ policy and analytical teams to maximise the benefits of analysis in policy development.

Responsibilities
  • Lead the unit’s cross‑cutting Monitoring and Evaluation strategy to build future understanding and capability of what works for victims funding and commissioning, and to provide evidence for future Spending Reviews.
  • Lead on current and future monitoring and evaluation projects, such as evaluating the National Homicide Service and National Witness Service, and use findings in wider service design work.
  • Lead a matrix team on specific policy work streams relating to transformation of the victims funding landscape, focusing on data, digital, monitoring and evaluation.
  • Lead on policy and strategy for supporting victims of tech‑enabled abuse.
  • Design, develop and deliver a digital data portal for the unit’s 100 grant recipients, in partnership with grant leads, MOJ Digital, Commercial and Legal.
  • Build strong relationships with MOJ analysts, service transformation teams and other MOJ victims policy teams.
  • Lead external stakeholder engagement for analytical projects or upcoming publications of findings.
Skills and Experience
  • Strong familiarity with data or evaluation and how they can be utilised within policy.
  • Strong stakeholder engagement and interpersonal skills, ability to build constructive long‑term relationships with stakeholders.
  • Strong written and oral communication skills, able to produce high‑quality briefing and reports and synthesise complex topics for the target audience.
  • Ability to break down strategic questions into tangible work streams and evaluation options for delivery.
  • Comfortable proactively seeking opportunities to improve policy development through data.
  • Ability to adapt and work effectively in a fast‑paced or uncertain environment.
  • Knowledge of the victims funding landscape.
