Job Title: Principal Consultant – Oracle EBS Technical HCM Lead
Location: Leeds / London - Remote with monthly visits on-site

OverviewAn opportunity has arisen for an experienced Oracle EBS Technical HCM Lead to design, build and support technical solutions across Oracle EBS Core HR, Absence, Recruitment and Talent Management modules for a key client. This role requires deep technical expertise within Oracle EBS HCM, with strong development, integration and data capabilities, alongside the ability to articulate complex technical concepts to functional and business stakeholders.
RoleResponsibilities
- Lead the technical design, development and support of Oracle EBS HCM solutions, with a focus on Core HR, Absence, Recruitment and Talent Management modules within UK public sector environments.
- Own and deliver technical configurations, customisations, extensions and integrations across Oracle EBS HCM.
- Provide hands‑on development support across PL/SQL, APIs, interfaces, reports and data conversions.
- Utilise and optimise HCM technical tools including HCM Data Loader (HDL), HCM Extract, BI reporting, Fast Formulae and Payroll Batch Loader.
- Design and manage inbound and outbound integrations between Oracle EBS and third‑party systems.
- Conduct impact assessments, technical design documentation and code reviews.
- Communicate complex technical solutions effectively to technical, business and senior management stakeholders.
- Prepare structured status reporting (including RAG status), highlighting risks, mitigations and maintaining RAID logs.
- Support release planning, environment management and wider delivery planning activities.
- Coach and mentor technical consultants, with experience managing teams of 5+ resources.
- Minimum 12+ years’ experience implementing and supporting Oracle EBS HCM technical solutions
, specifically Core HR, Absence, Recruitment and Talent Management modules. - Strong technical development experience within Oracle EBS (PL/SQL, Workflow, APIs, Interfaces, Reports, Forms, OAF).
- Proven experience working within UK public sector environments.
- Deep knowledge of HCM technical tooling including HDL, HCM Extract, BI reporting, Fast Formulae and Payroll Batch Loader.
- Experience designing and delivering complex integrations and data migration solutions.
- Strong stakeholder engagement skills across technical and non‑technical audiences.
- Experience with Lean / Agile delivery methodologies.
- Knowledge of ITIL methodologies.
- Experience with performance tuning and technical optimisation within Oracle EBS.
- Strong planning capability, particularly across release and delivery planning.
- Excellent problem‑solving capability.
- Strong analytical capability.
- Detail‑oriented with a focus on technical quality and governance.
- Customer‑focused approach.
- Ability to lead from the front in complex technical delivery environments.
