Overview
As Capital Programme Manager, you will work as part of an integrated asset management team and lead a team with the responsibility of delivering a large-scale capital programme of planned improvement works to the council’s social housing stock. You'll thrive on providing proactive leadership to staff teams, to ensure that value for money is achieved through effective procurement and contract management, and ensuring that council homes and communal areas are improved to safe and quality standards that meet residents’ needs.
You will have a key part to play in ensuring that the council meets its legal and regulatory responsibilities, including maintaining compliance with the government’s Decent Homes standard, ensuring that fire safety and energy efficiency targets are met, and ensuring that residents are listened to and their feedback is used to shape the delivery of services. You will lead a diverse, multi-disciplinary team and have responsibility for managing the delivery of an annual investment programme to the council’s directly managed social housing stock.
Projects within your programme will be varied and will include a mixture of elemental works, building safety, energy efficiency, and building services to individual homes, blocks, and communal spaces. You will work with external contractors and the council’s Internal Service Provider. The role brings a fantastic opportunity to showcase your skills, knowledge and experience, and to work alongside other multi-disciplined teams within the Housing Leeds service, and wider council landlord functions, to deliver safe and quality homes to the residents of Leeds.

To lead, direct and be responsible for the end-to-end delivery of the HRA capital programme as well as some revenue funded schemes. To ensure the effective planning and delivery mechanisms are in place and effectively executed in order to deliver a technically informed, customer-focused and value for money service.
Principal Responsibilities- To be responsible for the planning, development, monitoring, review, cost and performance for all areas of the Capital Programme Team output.
- To be responsible for ensuring the service keeps customers as its central focal point, ensuring the end-to-end processes are designed specifically with this success criteria in mind.
- To ensure the service constantly reviews the value for money aspects of scheme delivery and cost, challenging itself against regional peers and national best practice.
- To affectively plan the activities of the teams to deliver the programme in as smooth a profile as practical and that quality of delivery is not compromised due to time pressures, that budgets are affectively managed and timescale adhered to.
- To ensure all works are prepared, tendered, negotiated and delivered in accordance with the Council’s FPRs and CPRs.
- Formulate budgets under delegation, monitor expenditure and where necessary develop, recommend and/or implement corrective action including preparing reports and statistics for senior management within the Council’s Financial Regulations and procedures.
- To ensure rigorous cost and performance management frameworks are in place to enable effective management of and reporting against the programme.
- To actively canvass customers’ views on service feedback and improvements that can be made, ensuring real choices are available where possible.
- To ensure all specifications for works are relevant and appropriate whilst actively pursuing whole supply chain requirements for materials to improve quality and purchasing efficiency.
- To ensure that programmes of work are in line with the Council Policy of a carbon emergency, including renewable forms of energy and attracting any associated funding.
- Ensure leaseholders are effectively consulted with and managed during any affected schemes.
