Performs administrative and managerial work directing the City’s centralized fleet division. Work involves responsibility for planning and directing the fleet management program, contractors and city employees; to include the maintenance, servicing, modification and repair of municipal vehicles. Responsible also for replacement and disposal of a wide variety of automotive, vehicular, emergency and heavy construction equipment. Develops and submits bid specifications for vehicle and equipment purchases.

The class works within broad policy and organizational guidelines; independently plans and implements projects; reports progress of major activities through periodic conferences and meetings.

  • Supervises staff including selecting or recommending selection, training, assigning and evaluating work, counseling, discipline, and recommending termination.
  • Coordinates operations with all City departments and the public; analyzes preventive maintenance and repair procedures, establishes and organizes repair priorities; evaluates replacement and expanding equipment needs for the City; declares equipment excess to City needs.
  • Develops policies and procedures for safety and daily operations in accordance with requirements and guidelines, promulgates, and evaluates to ensure compliance.
  • Operates and maintains vehicle and equipment fueling and cleaning stations.
  • Inspects or diagnoses vehicles or equipment with complex problems; advises and assists subordinates, or performs especially difficult or complex maintenance tasks.
  • Prepares and administers annual budget; establishes and or reviews and approves program goals and objectives; monitors and ensures adherence to include maintenance and repair cost on vehicles.
  • Attends or conducts staff meetings to exchange information; attends, and schedules others to attend, in-service training and technical classes, seminars, or conferences to improve skills.
  • Develop and implement specific computer systems and software relative to operations of the Fleet Division of Public Works. Review of periodic analytical reports on performance; ensure attainment of desired goals and level of Service.
  • Formulates operating policies and procedures and establishes work standards and performance metrics; develops fiscal year work calendar relative to the maintenance management program.
  • Degree in Automotive Engineering, Automotive Technology, Business Management or related discipline preferred. Eight or more years of experience in an automotive fleet environment with a minimum of four (4) years as a supervisor or manager in a fleet environment. Equivalent combination of education and experience will be considered.

  • Performs supervisory work involving policy and guidelines, solving both people and work related problems.

  • Uses basic algebra involving variables and formulas, basic geometry involving plane and solid figures such as circumferences, areas, or volumes; may compute ratios, rates, or percents.

  • Read technical instructions, procedures manuals, and charts to solve practical problems; composes routine and specialized reports, forms, and letters; speaks compound sentences using normal grammar and word form.

  • Performs specialized technical and administrative work requiring general understanding of operating policies and procedures and their application to problems not previously encountered; applies specialized technical or professional principles and practices in the solution of problems; requires normal attention with short periods of concentration for accurate results and occasional exposure to unusual pressure.

  • Requires a valid State of Florida Class A CDL and a satisfactory driving record as a condition of initial and continued employment.

  • Special skills or equipment certification may be required.
