Job Description & How to Apply Below

At Skanska, we’re shaping the way we live, work and connect. As one of the world’s largest construction and development companies, we work together with customers, communities and partners to shape a better society.

As part of National Highways’ Lower Thames Crossing, we’re delivering preliminary works for the Kent Roads section — 6 km of new road, Europe’s widest green bridge, a public park and 12 miles of pathways. This landmark project will pioneer low‑carbon construction techniques whilst creating local jobs, boosting skills and connecting communities across Kent and Essex via the UK’s longest road tunnel.

You will be working in the Infrastructure OU, where we are responsible for bringing design, build and refurbishment excellence to complex civil engineering projects nationwide – combining technical expertise with a passion for creating lasting value for people and places.

As the Consents Manager, you will:
  • Maintain a comprehensive consents and commitments register to record all DCO-related commitments, obligations, and undertakings.
  • Serve as the key point of contact for DCO commitment queries from internal and external stakeholders.
  • Support internal audits and external reviews related to DCO compliance.
  • Liaise with regulatory bodies (e.g. Planning Inspectorate, Local Authorities, Environment Agency) to provide updates and assurance.
  • Produce clear and concise reports on the status of commitments for senior management, regulators, and external stakeholders.
  • Support discharge of DCO requirements by providing supporting evidence and documentation.
We are looking for:
  • Proven experience in infrastructure project delivery, ideally within the transport, energy, or utilities sectors.
  • In-depth understanding of Development Consent Orders (DCOs) and the UK planning regime (e.g. Planning Act 2008).
  • Strong skills in data management, document control, and tracking complex regulatory or legal requirements.
  • Experience working with cross‑functional project teams, including engineering, legal, planning, and environmental disciplines.
  • Degree or equivalent in Planning, Environmental Management, Law, Engineering, or Project Management is desirable.
  • Knowledge of EIA (Environmental Impact Assessment) and its relationship with DCO commitments is desirable.
What we offer:
  • 24/7 digital GP service for you and your family
  • Financial wellbeing and employee assistance
  • Enhanced family benefits (including maternity, paternity, dependants and parental bereavement leave)
