About theroleThe East Midlands Combined County Authority (EMCCA) is seeking an experienced and motivated
Housing Strategy and Performance Manager to lead its housing strategy and performance function.
This is an exciting opportunity to play a key role in shaping housing priorities acrossthe East Midlands, translating national, regional and local housing policy intoclear strategies, delivery plans and measurable outcomes.
You will provide high-quality advice, insight and assurance to senior officers, elected members and partners, while working collaboratively with local authorities,Homes England, Government departments and other housing and regeneration stakeholders.
The role also offers an excellent opportunity for an experienced housing professional lookingto develop their leadership skills and move into their first formal management role, with responsibility for one direct report.
Key responsibilitiesYou will:
- Lead the development and implementation of EMCCA’s housing strategy work programme, ensuring alignment with corporate, growth, devolution and regeneration priorities.
- Develop and maintain housing performance frameworks, dashboards and evidence bases, using data and insight to identify trends, risks and opportunities.
- Prepare clear, evidence-led reports, briefings and recommendations for senior officers, elected members, committees and partnership boards.
- Support and coordinate the EMCCAHousing and Land Committee, including preparing papers, evidence andpolicy advice and facilitating task and finish groups where required.
- Develop delivery plans, milestones and action trackers, monitoring progress and escalating risks and dependencies.
- Build effective relationships withlocal authorities, Homes England, Government, registered providers,developers and other partners to support shared housing priorities.
- Manage defined budgets, contracts and external specialist support within delegated authority.
- Lead, support and develop a smallteam, creating a positive and accountable working environment.
You will have significant experience in housing strategy, policy, performance or delivery planning, with a strong understanding of housing policy, development and public sector governance.
You will beable to demonstrate:
- Experience developing or delivering housing strategy and policy.
- Strong performance management and analytical skills, with the ability to turn complex data into clear insight and recommendations.
- Experience preparing reports and briefings for senior audiences and committees.
- The ability to work independently,manage competing priorities and deliver agreed outcomes within established governance and resources.
- Strong partnership, influencing and communication skills.
- Experience of managing or coordinating work streams, resources or external support.
- The ability and ambition to leadand develop others, including readiness to move into a first management role.
Experience of working with local authorities, Homes England, Government departments, combined authorities or regional housing partnerships would be desirable, as would knowledge of affordable housing, regeneration, brownfield land, infra structureor place-based investment.
A degree or equivalent professional experience in a relevant discipline, together with evidence of continuing professional development, is essential.
