Job Purpose

The Quality & Compliance Manager will provide independent oversight of governance, regulatory compliance, and quality assurance across all BSL Care services.

The role exists to ensure:

  • All services are inspection-ready at any time
  • Managers are held accountable to clear standards
  • Directors have full visibility of compliance risk
  • Continuous improvement is embedded across the organisation

This is a structured, systems-driven role focused on prevention, early intervention, and measurable improvement.

Key Responsibilities

1. Independent Quality Assurance & Auditing

  • Conduct full-service audits across residential and supported living services (quarterly minimum)
  • Undertake announced and unannounced spot checks, including evenings and weekends where required
  • Audit care plans, risk assessments, MAR charts, daily notes, incident reports and safeguarding documentation
  • Produce detailed, evidence-based audit reports with clear action plans and deadlines
  • Track completion of actions and elevate repeat non‑compliance to Directors

2. Governance & Systems Development

  • Design and maintain live compliance trackers, including:
  • DoLS tracker
  • Training compliance tracker
  • Supervision and appraisal tracker
  • Incident and safeguarding log
  • Audit action tracker
  • Develop structured quality dashboards for Director oversight
  • Standardise documentation and audit tools across all services
  • Ensure policies and procedures remain aligned with CQC regulations

3. Safeguarding Oversight

  • Review safeguarding concerns and reporting timelines
  • Monitor thresholds and ensure timely notifications to external bodies
  • Identify patterns or repeat risks and implement corrective action
  • Escalate serious concerns directly to Directors

4. Inspection Readiness

  • Lead mock inspections aligned to CQC Key Lines of Enquiry
  • Prepare services for CQC inspections
  • Ensure documentation and evidence folders are inspection‑ready at all times
  • Support services to achieve and maintain Good or Outstanding ratings

5. Manager Accountability & Support

  • Meet monthly with Registered Managers to review compliance performance
  • Monitor repeat audit failures and drive improvement
  • Provide structured feedback and coaching where required
  • Support Managers in embedding sustainable quality systems
6-Month Outcomes (Performance Expectations)

Within six months the post holder will:

  • Implement a live compliance dashboard across all services
  • Ensure 100% of DoLS are accurately tracked and within legal time frames
  • Complete oversight of incidents and safeguarding compliance
  • Achieve 95%+ training compliance across services
  • Reduce medication errors through competency monitoring
  • Ensure audit actions are closed within agreed deadlines
  • Establish clear inspection readiness standards across the organisation
  • Minimum 3 years' experience in a quality, governance or compliance role within health and social care
  • Strong working knowledge of CQC regulations and the Health and Social Care Act 2008
  • Experience auditing residential and/or supported living services
  • Proven ability to challenge non-compliance confidently and professionally
  • Strong report writing and analytical skills
  • Experience working across multiple sites
  • Full UK driving licence and access to own vehicle
  • NVQ Level 5 in Leadership for Health & Social Care
  • Experience preparing services for CQC inspections
  • Experience implementing compliance dashboards or quality systems
