An exciting opportunity has arisen to join the Development and Growth service as the Team Manager for Highway Development Management.
About the RoleThe role involves the leadership and management of the team responsible for providing advice to Local Planning Authorities, ensuring that the highways and transport implications of developments are understood and that appropriate measures are secured to mitigate the impacts of development within the councils’ duties and responsibilities as Highways Authority. The team responds to statutory consultations on over 3,500 planning applications a year and provides input to all stages of the planning process.
The role requires significant contact with Local Planning Authorities, developers, applicants, and internal and external stakeholders, and therefore communication skills are key. This post is politically restricted; therefore the postholder is disqualified from undertaking certain political activities under the Local Government Officers (Political Restrictions) Regulations 1990.
To apply for this post, you must be able to evidence you meet the following criteria:
- Be a Chartered Civil Engineer (or equivalent) or have work experience in development management.
- Have experience of performance management in line with a service plan.
- Think strategically and apply this thinking to the development of policies and strategies.
- Have knowledge of policies and procedures associated with highways and transport legislation.
- Be able to build powerful relationships across stakeholders, peers and partners, creating open and transparent relationships based on trust.
- Have excellent communication and presentation skills including the ability to shape and influence to achieve successful outcomes and to continue to build on the credibility of the Council and its services.
