Play a key role in leading the development and delivery of Leicester City Council’s serviced work spaces for the Creative Sector.

Our Business and Innovation property portfolio provides managed workspace solutions that support start-ups, SMEs and scaling businesses to establish and grow within priority business sectors. Our facilities offer ready-to-use office, workshop and light industrial accommodation on flexible terms, alongside services including reception support, meeting rooms, broadband, security and business support.

We are looking for a Workspace Development Manager to lead the Council’s Creative Sector work spaces and develop programmes that ensure the delivery of high-quality workspace services. The role will support the growth and development of Creative Sector businesses, contribute to economic growth, and deliver positive outcomes for Leicester’s business community, partners and stakeholders.

What you’ll be doing

You will be responsible for an establishment of around 15 people including direct reports. You will inspire and empower teams by cultivating a culture of creativity and innovation, supporting professional growth, and enabling individuals to take ownership and make informed decisions that drive high performance.

Lead the development, implementation and review of strategies and policies that support the effective delivery and performance of Creative Sector work spaces. This includes sector development, event and exhibition programming, oversight of tenancy management, commercial services, business and resource planning, budget monitoring and forecasting, debt management, customer service, communications and engagement.

The role involves regular collaboration with the wider Business and Innovation team, tenants, strategic partners, private and public sector stakeholders, and Council corporate support services.

What you’ll need

The ideal applicant is proactive and demonstrates collaborative leadership in optimising processes and ways of working to ensure team systems, tools, and processes are optimised and aligned with service priorities.

You will also have experience in commercial building management (ideally multi-occupancy) and overseeing operational activities such as finance, administration, reception, and building-maintenance functions, including the writing and reviewing of associated policies and procedures.

Creative and innovative thinker with the ability to develop, champion, and market new ideas and services. Strong financial management capability, including budget oversight, forecasting, and financial reporting.

Join us at a pivotal stage of growth and development, where you will have the opportunity to advance your career while helping to shape the future of Creative Sector work spaces across the city. This is an exciting opportunity to make a lasting impact, leading initiatives that support creative business growth, foster innovation, and drive the development of Leicester's priority economic sectors.

This full-time, permanent role is contracted at 37 hours per week, Monday to Friday. You’ll work closely with the team on-site while benefiting from the flexibility of hybrid working, in accordance with organisational policies and service needs. From time to time, some out-of-hours working may be required.
