Job Description

The Deputy Site Security Program Manager shall act as the overall lead, manager and administrator for a team of Construction Surveillance Technician's (CSTs) assigned to this project. The Deputy Site Security Program Manager serves as the primary interface and point of contact with Government program authorities on security issues, oversees execution of the contract requirements, and manages contractor employment ofprogram/project resources. The Deputy Site Security Program Manager shall ensure that all personnel working on this contract whether at the contractor or subcontractor’s facility or at Government site meet the requirements of the ICD 705.

The Deputy Site Security Program Manager will oversee construction site Special Access Program Facility (SAPF) physical security requirements per the approved Construction Security Plan (CSP).

Job Requirements
  • The Deputy Site Security Program Manager must have thorough knowledge of the ICD 705 and DODM 5105.21 Physical Security requirements, including ICD 705 Technical Specification. Shall also possess thorough understanding of UFC 4-010-05 and other applicable UFC guidelines for construction.
  • The Deputy Site Security Program Manager must have completed a CST(Construction Surveillance Technician) course (or equivalent). Site Security Manager (SSM certification highly desirable.
  • The Deputy Site Security Program Manager must have completed an applicable TSCM (Technical Surveillance Counter Measures) or Radio Frequency (RF) Shielded Enclosure Design, Testing, & TEMPEST Compliance course (or equivalent).
  • The Deputy Site Security Program Manager must maintain, through the period of performance, a current TOP SECRET clearance based ona T5/T5R or equivalent background investigation and shall be SCI-ICD
    704 eligible.
  • The Deputy Site Security Program Manager must be well versed in established security protocols and known challenges in assembling high security systems, transportation, storage, and installation of the US Government provided collateral equipment.
  • The Deputy Site Security Program Manager shall have at least 4 years’ experience as a Lead CST or an Assistant/Deputy Site Security Managerin at least one of the following areas of expertise; construction security surveillance, Technical Surveillance Countermeasures, Industrial or Government security involving counterintelligence, construction quality assurance, or handson supervisory construction experience.
  • The Deputy Site Security Program Manager must be capable of reading and analyzing designs, drawings and specifications and recognizing the architect’s intent.

    Shall be capable of analyzing designs and structural complexities, which are intended to maskan ulterior purpose not intended by the architect.
  • The Deputy Site Security Program Manager musthave knowledge of Technical Surveillance Countermeasures, construction principles,and the types of devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance.
  • The Deputy Site Security Program Manager will become thoroughly knowledgeable of all security procedures and the level of security required in various parts of the facility under construction and be able to communicate security procedures to all CST team members.
  • The Deputy Site Security Program Manager shall have thorough knowledge of TEMPEST construction principles.
  • The Deputy Site Security Program Manager shall be fluent in writing and speaking English to provide detailed reports and complete the analysis of issues, findings, and security situations which require staff actions.
  • The Deputy Site Security Program Manager must be capable of independent decision making, possess a high degree of individual initiative,and be able to function with minimal supervision.
  • The Deputy Site Security Program Manager must ensure rapid response for required and emergent tasking andshall reside within a local/regional radius (150 miles) of NAS Lemoore.
