The purpose of this position is to support the design, development, and execution of water‑works improvement projects through detailed design, calculations, cost estimates, and preparation of plans, specifications, and contract documents. The Engineer will coordinate and manage the engineering and construction activities between Water One, external utilities, engineering firms, developers, and governmental agencies at the city, county, state, and federal levels.
This role will also involve assisting with construction management, field investigations, site inspections, and oversight of consulting engineers to ensure the successful delivery of projects. Additionally, the position will provide technical consulting and engineering support to other divisions as needed.
The position will work within either the Distribution Engineering Department or the Facilities Engineering Department. The Distribution Engineering Department focuses on relocation, replacement, and installation of water distribution and transmission main projects. The Facilities Engineering Department focuses on projects related to water treatment, pumping, storage, and administrative facility improvements and expansions.
The pay range for this position is $76,000/yr to $109,400/yr. Compensation for the selected candidate will depend on candidate qualifications and experience as related to the position requirements.

- Performs design calculations, creates plans/specifications, generates cost estimates/schedules, coordinates easement or land acquisition, coordinates construction activities, and resolves construction related issues with supervision.
- Provides or assists with the oversight of engineering consultants and construction contractors. Oversees the design, bidding, and construction process including reviews, submittals, pay estimates, change orders, and inspections.
- Maintains comprehensive project documentation. Provides progress updates highlighting challenges and solutions.
- Conducts complex data analysis, technical evaluations, studies, and field assessments. Provides recommendations with supervision based on sound engineering principles.
- Analyzes and interprets hydraulic model system data such as pressure zones, chronic low or high‑pressure areas, fire protection, materials and equipment, and flow characteristics to support operational decisions.
- Creates specifications to obtain materials, services, and equipment.
- Ensures project compliance with Water One Rules and Regulations, industry standards, permitting requirements, and safety guidance.
- Proactively manages changes to project scope, schedule, and budget to deliver timely cost‑effective solutions.
- Proactively ensures progress is maintained throughout a project.
- Reviews external municipal project plans to determine effects on Water One facilities.
- Assists in developing and maintaining design criteria, material standards, and construction standards.
- Stays current on water industry trends, materials, equipment, processes, and technology.
- Evaluates new technology, techniques, and innovative solutions to improve efficiency, safety, and public relations.
- Assists with resource planning and scheduling, project prioritization, and coordination with Divisions.
- Assists with maintaining and updating asset management plans to guide infrastructure rehabilitation needs.
- Supports project development, planning, and cost estimation efforts for Capital Improvement Program.
- Builds relationships and clearly communicates with city, county, state, and federal agencies and external stakeholders.
- Responds to occasional emergencies during non‑scheduled work hours.
- Performs other job duties as assigned.
