Parkland County has an opportunity for a permanent, full-time Levies & Agreement Specialist position in the Planning & Development Services department. Reporting to the Manager, Subdivision Planning, the Levies & Agreement Specialist is responsible for overseeing Parkland County’s off‑site levy program, development agreements, and securities program. This position will provide expert technical advice, manage and negotiate development agreements, and represent the County on various internal and external positions.
It is accountable for driving continuous improvement in programs and processes, ensuring efficiency and effectiveness. The role requires applying and communicating specialized knowledge of project management, off‑site levies and development agreement practices, legislation and policies, database management, and planning processes. The specialist will support the Director and Department Managers on a range of projects, issues, and applications, keeping in regular communication with their leadership team to ensure alignment on project deliverables and seeking assistance to advance projects as necessary.
- Bachelor’s Degree in Planning, Engineering or a related discipline.
- Registered as an Engineer-in-Training (EIT), with the Association of Professional Engineers and Geoscientists of Alberta is considered an asset.
- Eligibility for membership with the Canadian Institute of Planners and Registered Professional Planner designation in the Alberta Professional Planners Institute is desired.
- Five (5) to Seven (7) years of experience, exhibiting strong project management skills including the ability to manage time effectively, juggle multiple deadlines and tasks, and to work within irregular and tight timelines.
- Ability to attend to details while keeping big‑picture goals in mind.
- Understanding and application of Provincial and Municipal off‑site levies and development agreement policies, legislation, processes, procedures, and Statutory Planning documents in the Alberta context.
- Ability to take initiative to identify and resolve problems.
- Possess and exhibit strong skills in presentations to Council, community associations and government departments as required.
- Experience with geographic information systems (GIS) and computer assisted design (CAD) applications is an asset.
- Possession of a valid class 5 driver’s license and satisfactory driving record.
A starting annual salary of $100,500 to $108,700 with a maximum earning potential of $127,200, based on a 35‑hour work week and option to join the Earned Day Off Program.
