POSITION SUMMARY
The Town of Coaldale is seeking a highly skilled and experienced Controller / Municipal Accountant to provide a key technical role in the Town’s Corporate Services Department. Whereas the Chief Financial Officer is responsible for establishing the Town’s overarching financial strategy and building the Town’s Capital and Operating budgets, the Controller / Municipal Accountant will be responsible for managing the organization’s internal accounting operations, including reporting, compliance, analysis, forecasting and controls.
As a multifaceted organization in a growing and dynamic community, the Town’s future Controller can expect to serve in a variety of capacities – an adaptable Swiss-army knife, of sorts, with a knack for detail and precision.
The Town welcomes applications from qualified professionals with backgrounds in public sector, private sector, or a combination of both, provided they possess strong technical accounting expertise and the ability to apply professional standards in a municipal environment.
JOB DUTIES ANDACCOUNTABILITIES
- Provide expertise, guidance and recommendations to the Chief Financial Officer, Chief Administrative Officer, and management team with respect to fiscal planning, management and strategic financial services including design, implementation and evaluation of policies, programs and services.
- Assist in the development of a formal Asset Management Program based on best practices to guide the decision-making process affecting the Town’s physical assets.
- Maintenance of general ledger accounts, work orders, asset registry and accounting structures—monitoring, reviewing, and reporting on a regular basis.
- Collaborate across departments to collect data on asset performance, condition, and expected outcomes, ensuring transparency and accurate reporting.
- Research, recommend and implement continuous improvements to contracts, systems, procedures, and reporting.
- Assistance with monthly journal entry data and monthly bank reconciliation process for all Town bank accounts, including generating and seeking approval on any entries required to record automatic deposits of withdrawals, returned cheques, or service charges.
- Assistance with the preparation of the Town’s annual Capital and Operating Budgets and monitor departmental spending within approved policies and budget.
- Assistance with the compilation of Financial Statements, Financial Information Return, Annual Report and the yearly audit process.
- Perform various back-up duties for the Chief Financial Officer and Senior Manager of Corporate Services as required.
- University degree in a related field with a minimum of 5 years’ experience; however, a combination of education and experience may be considered.
- CPA designation preferred; candidates actively working toward a CPA will be considered.
- Experience with municipal or public-sector accounting is a strong asset.
- Able to work efficiently as part of a team as well as independently.
- High level of critical and logical thinking, analysis, and/or reasoning to identify underlying principles, reasons, or facts.
- Knowledge of Public Sector Accounting Standards (PSAS) and applicable legislation.
- Capable of maintaining a high level of integrity, confidentiality, and accountability.
- Strong written and verbal communication skills.
- Travel may be required
