CORPORATE SERVICES FINANCIAL & ADMINISTRATION MANAGER

Corporate Services Department

Permanent, full-time; 75 hours bi-weekly, On-site

In this role, you will provide strategic financial leadership and oversight across several departments within the Corporate Services portfolio including Fleet Services, Facility Services, Information Technology, People & Partner Services, Legal Services, the City Clerks and the City Manager’s Office. Your expertise will help drive accountability, ensure sound financial management, and strengthen informed decision-making across the City.

In this role you will:

  • Leadthe development and delivery of accurate, timely, and strategic financial information that informs both departmental and corporate decision‑making.
  • Provide strategic insight to General Managers and Directors by interpreting complex financial data, identifying trends and variances, and presenting clear, actionable recommendations.
  • Oversee the preparation, coordination, and monitoring of operating and capital budgets, forecasts, and long‑term financial plans to ensure fiscal sustainability and alignment with corporate priorities.
  • Develop and maintain robust financial models, rate structures, and cost‑recovery frameworks that support internal service operations and effective reserve management.
  • Partner with departments to evaluate business cases, support funding strategies, and guide procurement and project planning from a financial perspective.
  • Ensure organizational compliance with legislative, regulatory, and corporate financial policies while promoting accountability and transparency.
  • Champion the enhancement of financial systems, internal controls, and reporting processes to improve accuracy, efficiency, and accessibility of financial information.
  • Cultivate collaborative relationships across the organization, serving as a trusted financial advisor who influences sound financial management and strategic decision‑making.

Your professional experience and skillset:

  • Professional accounting designation (CPA, CA, CMA, or CGA) and a post‑secondary degree in Accounting, Finance, Commerce, or a related discipline.
  • Minimum of five (5) years of progressively responsible experience in accounting or financial management, ideally within a large or complex organization.
  • Proven ability to provide strategic financial leadership and advice to senior leaders across multiple departments.
  • Advanced expertise in financial analysis, modeling, and forecasting to support long‑term planning and operational decision‑making.
  • In‑depth knowledge of accounting principles, financial legislation, and external requirements such as grants, provincial statutes, and municipal bylaws.
  • Strong communication and presentation skills with the ability to translate complex financial information into clear, actionable insights.
  • Advanced proficiency in Microsoft Excel and experience with enterprise financial systems (e.g., JD Edwards or equivalent).
  • Exceptional analytical, organizational, and problem‑solving abilities with the capacity to manage multiple priorities and meet deadlines.
  • Sound judgment, political acumen, and discretion in managing confidential or sensitive matters.
  • Commitment to collaboration, accountability, and continuous improvement across departments.
  • Experience coaching and mentoring others to strengthen financial capability and promote sound organizational practices.
