The ULM Crew Chief serves as the field supervisor responsible for directing, performing, and coordinating daily water distribution and wastewater collection maintenance activities. Works alongside their team while overseeing safety, quality control, documentation, and communication with internal and external stakeholders. They ensure that work is completed in compliance with City standards and regulatory requirements. Crew Chiefs are expected to demonstrate expert-level technical knowledge in both water and wastewater systems, lead field operations, and coordinate crew activities without direct daily oversight.
This position demands strong leadership, the ability to train and evaluate team members, and a high degree of accountability for safety and regulatory compliance. - Organizes, coordinates, and delegates work assignments and tasks to crew member, solves on-the-job problems, ensures that repairs are completed in a safe, timely, and efficient manner by crews, and operates equipment as needed.
- Monitors crew members day-to-day activities and conducts performance evaluations for each member.
- Ensures all construction equipment, tools, and safety equipment are kept in good working order and fabricates or repairs equipment/tools as needed.
- Leads and performs the installation, repair, and maintenance of water distribution and wastewater collection infrastructure.
- Determines and secures tools, equipment and materials needed to complete assigned work tasks.
- Ensures that proper traffic control including signs, barricades, safety equipment, etc. are in use on jobsite.
- Collects information to complete work orders and other reports as assigned.
- Provides feedback and information to appropriate person regarding status of projects and assigned work, problems and/or other areas of concern.
- Performs process control functions within the water and wastewater systems, to include but not limited to, collecting and analyzing chlorine residuals, proper disinfection of water distribution mains, and analyzing turbidity within the water distribution system.
- Performs site restoration including final cleanup of work site, adding fill material, laying sod, and repairing irrigation systems upon damage by city employees.
- Operates all utility-related heavy equipment including excavators, backhoes, and dump trucks, when required.
- Reviews work sites, assigns tasks, ensures job site safety, and inspects final work quality.
- Creates and maintains required documentation, such as work orders, field inspections, and compliance tracking.
- Acts as the primary point of contact for customers, inspectors, and other City departments on job-related matters.
- Provides training, mentorship, and performance feedback to ULM staff.
- Participates in and leads after-hours emergency response and rotating on-call coverage.
- Ensures compliance with TCEQ rules, OSHA safety standards, and City policies.
- Performs ALL other related duties as assigned.
High School Diploma or GED required.
ExperienceThree (3) years of progressively responsible experience in water or wastewater utility maintenance. Public utility systems experience or a related field required. One (1) year of supervisory experience required.
Licenses and CertificationsMust currently possess a valid Texas Class A Commercial Driver’s license AND “N” (Tanker) endorsement;
Must currently possess a Class C Water (Distribution) license from the Texas Commission on Environmental Quality (TCEQ);
Must currently possess a Wastewater Collections I license from TCEQ;
Must obtain a Wastewater Collections II from TCEQ within 12 months of hire;
