PROJECT MANAGER / SR. INSPECTOR
The Liberty Lake Sewer and Water District is seeking a Project Manager / Sr. Inspector. The District is located 17 miles east of Spokane, Washington and 3 miles from the Idaho state line. The District is governed by a 3‑member Board of Commissioners and has 17 employees, including the General Manager, administration, water reclamation facility, and operations staff.
The Project Manager / Sr. Inspector is a high‑functioning position overseeing the permitting, project management, construction, and installation of water and wastewater facilities for conformance with District project plans and District‑approved developer project plans, District design and construction standards, agency requirements, and governmental regulations and/or guidelines in order to provide safe, secure, and reliable water and sewer service. The position is responsible at all times to the General Manager and performs duties subject to the direction and supervision of the Water/Wastewater Operations Chief Operator.
Work is allocated between the field and the office.

- Manages public works projects and functions as District’s primary point of contact to ensure coordination of public works projects with the District Engineer, other consultants, District staff, customers, cities and counties, and regulatory agencies (local, state, and federal) for projects in all phases, including planning, design, permitting, construction, and close‑out.
- Reviews engineering consultants’ designs, plans, and specifications, ensuring District standards and established deadlines are met.
- Identifies and adheres to project management best practices, including developing and utilizing project checklists, timelines, and benchmarks, to ensure all necessary pre‑construction project activities are identified and completed prior to commencing construction or during construction as applicable. Delegates and supervises tasks to District staff, engineers, and other consultants to adhere to the desired project schedule and facilitate project close.
- Assists the General Manager or Finance Manager with federal or state award (grant and loan) management, compliance, reporting, audit, and administration.
- Assists the General Manager with strategic and capital improvement planning, including the identification of strategic initiatives, prioritization and recommendations.
- Oversees and coordinates legal and administrative activities in the acquisition of easements and Bills of Sale for construction and maintenance of water and sewer utilities and facilities, including the coordination of cooperative and service agreements.
- Maintains knowledge of and participates in continuous improvement of the water and sewer standard construction specifications.
- Researches and evaluates options to resolve water and wastewater problems and issues, and makes recommendations.
- Performs technical review and comment on project water and sewer utility plan submittals; coordinates with District and design engineer on comments.
- Performs administration and construction management of small works contracts.
- Observes construction activities of contractors who construct and install water and wastewater related facilities for conformance with District-approved project plans and specifications, District design and construction standards, right‑of‑way requirements, and local, state and federal governmental regulations and/or guidelines.
- Collaborates with the District Engineer, General Manager, Chief Operator, and/or the design engineer, and/or contractor for identification and approval of task orders, invoices, field changes, and change orders to the original project design, ensuring that such changes conform to current District standards, regulations, and guidelines.
