Waukegan Community Unit School District No. 60 serves nearly 14,000 students in preschool through grade 12 and is located halfway between Chicago, Illinois and Milwaukee, Wisconsin on the shores of Lake Michigan. Our District has one early learning center, 15 elementary schools, five middle schools and a high school program divided between two 9‑12th grade campuses. The District encompasses portions of Waukegan, Beach Park and Park City.

Essential Duties and Responsibilities

The Birth to Three Parent Facilitator is directly responsible to the Child Find Coordinator and indirectly to the Director of Diverse Learners.

General Duties
  • Provide home visits to families and serve the number of families determined by program guidelines.
  • Complete all required documentation regarding home visits, attendance records for group meetings and other program events, screening summaries, and all essential records required by the program.
  • Develop Individual Family Service Plans (IFSP) per Prevention Initiative/Baby Talk requirements with the families of birth to three children.
  • Assist with the coordination of workshops and planned social events for families in the program.
  • Actively recruit and support families to participate in the program with their children.
  • Become qualified to administer developmental screenings and assist or provide screenings for children birth to three years old.
  • Support families in seeking appropriate resources based on the results of screenings; make referrals to Child and Family Connections (CFC) when needed.
  • Demonstrate an appropriate level of knowledge about what promotes optimal parent‑child interaction and infant, toddler, and child development.
  • Provide information to families with children birth to three regarding community agencies and make referrals as needed.
  • Collaborate with the Birth to Three Coordinator, Birth to Three Secretary, Infant/Toddler Specialists, and Language Liaisons.
  • Attend professional development workshops related to grant activities, the research based curriculum for the Prevention Initiative program, or as needed for continued professional growth.
  • Complete necessary paperwork for the Illinois State Board of Education and Prevention Initiative program.
  • Other duties as assigned by the Child Find Coordinator.
  • Work some evenings to facilitate parent involvement.
Qualifications
  • Illinois Professional Educator License (PEL).
  • Must have at least a Bachelor’s Degree in Early Childhood or a related field of study preferred.
  • Supervised experience working with young children and their parents.
  • Birth to Three knowledge and experience.
  • Bilingual preferred.
