The general function of the position within the organization is to review and accept site development permit applications for compliance with applicable site development regulations. This position will also be responsible for scheduling inspections of the department’s inspection team and coordinating work from our municipal IGA partners.

  • Receive and process site development permit applications for site disturbance and related activity. This position also reviews and conveys site permit application requirements based on characteristics of the project and proposed site.
  • Review plans in detail to determine the fee to be charged.
  • Complete a full analysis of the proposed project site to determine extent of natural resources including floodplains and wetlands and working with customers in their permitting requirements based on this analysis.
  • Assist consultants, engineers, developers, and others on compliance with erosion control, floodplain, and other environmental ordinances and regulations.
  • Answer inquiries from individuals who have received a violation notice for site related ordinance violations to indicate what action must be taken in order to correct the violation.
  • Answers questions of prospective builders and homeowners regarding site development requirements based on site characteristics.
  • Disseminate technical information, both verbally and via written correspondence, on a variety of environmental issues, including floodplains, soil conditions, and building requirements concerning land disturbance activities.
  • Receives and assigns all inspections for the department’s inspection program.
  • Receives and assigns all municipal work (reviews, inspections, inquiries, etc.) to department staff.
  • May function in the capacity of the “Permit Technician” from a building permit intake standpoint, as a backup.
  • All other related duties as assigned.
  • The ability to work closely and communicate in a professional manner with the public, our municipal partners and co-workers.
  • Ability to communicate clearly, logically, and persuasively both verbally and in writing; ability to analyze and prepare clear, concise, and comprehensive reports, correspondence, and documents.
  • Ability to obtain ASFPM Certified Floodplain Manager (CFM) certification within the first 2 years of employment.
  • Ability to work both individually and in a team atmosphere.
  • Skill and ability to successfully use County-specific technology and general office software and/or equipment including various permitting and archiving software.
Education and/or Other Requirements
  • Degree in engineering-related, environmental science, construction management, or related area of study or high school diploma/GED along with three (3) years of relevant experience.
  • Any equivalent combination of education and experience that imparts the necessary knowledge, skills, and abilities will be considered.
  • Must possess a valid driver’s license
  • Requires a satisfactory driving record
Physical Requirements
  • Requires light work involving standing or walking some of the time, exerting up to 20 pounds of force on a regular basis, and moderate dexterity in operating machinery, tools, or office equipment.
