Venice Community Housing (“VCH”), a community-based, nonprofit organization, supports and builds equitable and inclusive communities by providing affordable housing with supportive services, education, employment programs, and public policy advocacy. With housing development as its core service, VCH believes that we must challenge the root causes of housing injustice and homelessness, and actively confront all forms of racism, in order to ensure equitable communities with access to healthy, safe, and affordable homes for all.
Just as it is important for low-income and unhoused people to have access to stable housing, it is also important that our Westside communities be inclusive and restore access for communities of color that have been forcibly removed. We unite our community with passion and commitment to equity.
Currently, VCH is engaged in a variety of housing and community development programs, owning and managing 346 units of affordable and supportive housing. As part of a nationwide focus on the crisis of homelessness and housing affordability, VCH is in a growth phase with an additional 400 units in the predevelopment/construction stages. Our vision is that our compassionate approach to these solutions will serve as a model to other communities across the country.
JOB DESCRIPTION:
The Resident Services Department of VCH provides programs and services that seek to stabilize, engage, and empower residents of supportive and affordable housing and other program participants. The Resident Services team does this through various programs and services, which includes but is not limited to: providing intensive case management services, educational workshops, tenant engagement activities, supportive services resources and referrals, and after school programming.
The Program Manager oversees and supervises the team offering intensive and supportive case management services in permanent supportive housing settings. This position utilizes evidenced-based practices proven to be effective with tenants who have experienced homelessness and have a history of chronic health, mental health, and/or co-occurring conditions. Such services include providing linkages to the community, crisis intervention, finding resources, providing therapeutic activities, and community integration, and community development within the apartment community.
The Program Manager will work to ensure VCH is meeting all intensive case management services (ICMS) program requirements and best practices, including supervising the ICMS Case Managers and monitoring and completing all required documentation and reporting in accordance with contract documents. The Program Manager works collaboratively with the Resident Services management team in an effort to ensure that the department is successful in fulfilling its commitments to all tenants.
This position reports to the Director of Resident Services.
ESSENTIAL FUNCTIONS:
- Provide direct supervision and guide the daily work of the ICMS team members.
- Provide ongoing support, accountability and evaluation for the Case Managers, including but not limited to coordinating the professional growth of the team, such as organizing professional development opportunities, creating spaces for guidance and debriefing, problem solving, etc.
- Contribute to the management of budgets, contract compliance, and reporting requirements for relevant funding sources related to VCH’s ICMS contracts.
- Ensure the collection and accuracy of all data necessary, across all databases and platforms, to meet all funding requirements, measure program outcomes for all of VCH’s contracts and internal monitoring and evaluation.
- Actively participate in and provide leadership in the lease up of new PSH tenants, as part of the vacancy filling process.
- Lead the team on implementing evidence-based practices such as:
Housing First, Harm Reduction, Motivational Interviewing, and Trauma-Informed Care. - Provide evidence-based practices in service delivery in all areas of case management services in the areas of, but not limited to: independent living skills, housing stabilization, money management, community integration, employment,…
