the new york city department of correction (doc) is an integral part of the city’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the city towards a smaller jail system without compromising public safety. The doc is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable doc to provide people in custody with the tools and opportunities they need to successfully re-enter their communities.

The doc operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.

the division of financial services (fsd) seeks to hire five (5) business managers who, under the direction of the director of financial services, will be responsible for supervising civilian cashier staff at designated facilities, including qdc, mdc, bkdc, bxdc, and bellevue otxhu. The business manager will provide comprehensive operational and administrative support in the oversight of bail transactions, funds for people in custody, cashier operations, and financial recordkeeping activities.

The selected candidates will have demonstrated experience managing daily cash-handling functions, reconciling financial transactions, and ensuring compliance with established financial policies and procedures.

responsibilities
  • oversee shift change processes by verifying cash and non-cash instruments with outgoing staff, documenting transactions, and confirming accuracy to maintain accountability.
  • review, verify, and reconcile cashier transactions and daily financial reports to ensure fiscal integrity.
  • examine and log bail-related receipts and supporting legal documentation to ensure accuracy and policy compliance.
  • supervise the collection, verification, and processing of funds received from multiple sources in accordance with departmental procedures.
  • scan, record, and track cash, bail checks, money orders, and other non-cash funds for people in custody using approved financial systems.
  • ensure timely and secure deposit of funds and coordinate armored transport pickups to support safe cash handling practices.
  • identify, investigate, and resolve financial discrepancies in a timely manner.
  • conduct monthly reconciliations of facility accounts to ensure accurate balances and records.
  • serve as a liaison to executive leadership by supporting communication and addressing operational needs.
  • respond to telephone inquiries in a professional manner and provide accurate, timely assistance.
  • perform additional duties as assigned by supervisory personnel to support overall financial operations.
preferred skills
  • strong analytical skills with the ability to interpret and reconcile financial data.
  • ability to reconcile accounts containing large account balances.
  • proficiency in microsoft office applications, including excel, word, power point and outlook.
  • excellent verbal and written communication skills with the ability to convey financial information clearly and concisely.

minimum qualifications
  • a baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty.
  • an associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described above.
