Job Summary

The Administration for Children’s Services (ACS) protects and promotes the safety and well‑being of children and families through child welfare and juvenile justice services and community supports. ACS manages community‑based supports and foster care services, and provides subsidized child‑care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The New York City Administration for Children’s Services Office of Information Technology (OIT) department is responsible for providing high quality, reliable, sustainable technology services and support to meet the needs of the families and children we serve through ACS and its vendor partners and other city agencies.

Reporting to the Deputy Chief Information Officer (DCIO), the Licensing Manager will play a key role in ensuring that the Agency is always compliant with licenses and software usage. The successful candidate will be responsible for overseeing the procurement, management and compliance of software licenses and technology assets for the agency. This role will ensure that the agency maintains proper licensing agreements, optimizes software costs and brings in efficiencies and cost savings by constantly monitoring usage and right‑sizing the licensing footprint.

The individual will also draft RFI, RFP, RFQ, capital purchase requests, analyze technology proposals, liaise with vendors and provide expert recommendations on technology acquisitions.

Responsibilities
  • Oversee the agency’s software licensing portfolio, ensuring compliance with contracts and regulations.
  • Track and manage software subscriptions, renewals and usage across different departments.
  • Draft and submit capital purchase requests for IT‑related procurements.
  • Evaluate vendor proposals, negotiate contracts and ensure cost‑effective software/license procurement.
  • Maintain detailed records of software licenses, contracts, and purchase agreements.
  • Develop technology recommendations based on industry trends and agency needs.
  • Collaborate with legal and finance teams to mitigate licensing risks.
  • Conduct audits and compliance checks on software/license usage.
Minimum Qualifications
  • A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full‑time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain.
  • An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full‑time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain.
  • A baccalaureate degree from an accredited college, and eight years of satisfactory full‑time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain.
  • Education and/or experience which is equivalent to “1”, “2”, or “3” above.
  • Preferred Skills
    • Deep understanding of software licensing models (SaaS, enterprise agreements, perpetual licenses, concurrent licenses, etc.)
    • Familiarity with NYC procurement processes and contract regulations is a plus
    • Strong experience with IT asset management tools (e.g., Service Desk+, Service Now, Flexera, Snow License Manager)
    • Ability to review and analyze IT purchase proposals and contracts
    • Proficiency in Microsoft Excel, contract management systems, and ERP procurement tools
    • ITIL Foundation Certification (for IT Asset Management)
    • Certified Software Asset Manager (CSAM)
    • Certified IT Asset Manager (CITAM)
    • Contract Management Certification (NCMA or equivalent)
