Position: DEPUTY REGIONAL MANAGER

Overview

If you are hired provisionally in the title, you must take and pass the Civil Service Exam, when it becomes available, to be eligible for continued employment.

The Family Independence Administration (FIA) operates HRA’s Job and Supplemental Nutrition Assistance Program (SNAP) Centers, administering Cash Assistance, including Emergency Assistance, SNAP benefits, and medical assistance for those receiving Cash Assistance. FIA works to help clients reach their maximum level of self-sufficiency and overcome any barriers to employment.

Responsibilities
  • Provide managerial support to individual and/or multiple Job Centers, ensuring uniform interpretation of policies, procedures, and quotas to achieve standard processes and prevent loss of public funds via fraud or administrative error. Use worksheets to summarize center issues and recurring problems, assess areas that need to be addressed, and provide guidance and support to staff.
  • Lead teams that participate in program planning and development meetings with FIA management, Human Resources Administration executive, mayoral staff, and other social services agencies; provide unbiased feedback directly to the Assistant Deputy Commissioner.
  • Direct management audits in the Job Center of executive operations, methods, and processes; check adherence to new methods and procedures; conduct continuing administrative studies of all levels of center management routines and systems. Use audits to recommend revisions in methods, systems, forms, policies, and procedures, and work with parties to create and implement corrective action plans.
  • Review drafts and participate in the preparation of new and revised procedures prepared by the Office of Procedures. Participate in devising new and revised forms, office practices, and systems. On an as‑needed basis, provide direct supervision for installation and operation of pilot projects.
  • Coordinate with Executive Regional Manager/Regional Managers in the assignment, evaluation, and training of staff; ensure that Job Center Directors receive proper training in the performance of their duties, in accordance with accepted administrative policies and procedures.
  • Advise the Assistant Deputy Commissioner and Executive Regional Manager on selection and assignment of top‑level administrative staff, site staffing needs, physical plant deficiencies, and relocation recommendations.
  • Direct follow‑up studies to ensure that corrective measures have been taken, that new procedures have been properly installed and observed, and that provisions of revised procedures have caused the prescribed changes to be made in the Job Center(s).
    Hours/Shift: 9:00am-5:00pm
Minimum Qualifications
  • A baccalaureate degree from an accredited college or university, plus four years of satisfactory full‑time experience performing work related to providing employment‑related services or economic support services to persons in need. At least eighteen months of this experience must have been in a supervisory or managerial capacity.
  • A four‑year high school diploma or its educational equivalent and eight years of full‑time experience equivalent to the first qualification. At least eighteen months of this experience must have been in a supervisory or managerial capacity.
  • Education and/or experience equivalent to the first or second qualification. College credits from an accredited college or university may substitute for experience on the basis of 30 semester credits for one year of work experience. All candidates must have at least a four‑year high school diploma or its educational equivalent; at least eighteen months of experience must have been in a supervisory or managerial capacity as described above.
