The State of Nebraska’s Department of Health and Human Services (DHHS) is looking for a skilled Full-Stack Java Developer/Lead to drive the development of modern, scalable solutions that directly impact the lives of Nebraskans. This is a fully on-site position at the Nebraska State Office Building in Lincoln, NE.

  • Lead the design, coding, and deployment of micro‑services and React applications.
  • Provide technical guidance and mentorship to junior developers and peers.
  • Collaborate with cross‑functional teams to refine business requirements into technical solutions.
  • Design, develop, and deploy scalable micro‑services and REST APIs.
  • Develop front‑end applications using React and ensure they are optimized for performance, scalability, and security.
  • Lead the design and implementation of databases (relational and non‑relational) in Azure cloud environments.
  • Conduct and lead unit, integration, and customer acceptance testing, ensuring high‑quality deliverables.
  • Document technical solutions, application architecture, and development processes.
  • Lead small‑to‑medium projects or components of larger projects, providing clear project plans, timelines, and status reports.
  • Troubleshoot and resolve complex production issues under tight time frames, occasionally support after‑hours production incidents.
  • A bachelor's degree or equivalent in computer science, information systems, mathematics, engineering or other related field and two years of experience, education, or training in coding computer applications; programming experience can be substituted for education on a year‑for‑year basis, one year of which as a project coordinator, leader, or supervisor.
  • Preferred: minimum of 5 years’ experience in all aspects of the software development lifecycle and workflow including, but not limited to estimates, target date planning, work plan development and monitoring, stakeholder communication, quality assurance, development methods/techniques, testing methods/techniques, implementation planning and execution.
  • At least 5 years of experience with Java development.
  • At least 3 years of experience in developing micro‑services using Spring Boot or similar frameworks.
  • At least 3 years of experience in REST API development using Open API (Swagger) specifications.
  • Expertise in HTML/CSS/JavaScript.
  • At least 5 years of experience building front‑end applications with modern SPA frameworks such as React, Angular, or Vue.
  • At least 3 years developing micro‑services, using Spring Boot or equivalent frameworks.
  • At least 3 years working with relational databases. Ability to write SQL queries and debug database‑related issues in Java applications.
