Job description

“Shaping places. Leading change. Keeping NEL Moving”

Deliver safer, greener and more connected transport services.

Make your journey matter with North East Lincolnshire Council Highways & Transport Team.

North East Lincolnshire Council is reimagining the way highways and transport services are delivered—placing innovation, sustainability, and community at the heart of everything we do. As part of this bold transformation, we’re creating an exciting new leadership role for passionate professionals ready to shape the future of our borough’s infrastructure.

We have exciting projects and development opportunities underway which means we are looking for a collaborative leader with real sector experience to join #TeamNEL in a full time, permanent role.

The Highways & Transport Team has found its place at the heart of North East Lincolnshire Council. Every day, we make a tangible difference to our local economy and the way people travel. While our statutory responsibilities are essential, they are only part of our story. What truly defines us is our commitment to delivering positive, lasting change for our community.

We are a team where technical expertise and a passion for place go hand in hand—supporting one another, learning together, and growing together.

Strategic Lead for Highway Maintenance & Operations

This is more than just managing roads, it’s about shaping the backbone of our borough. You’ll lead a multi-disciplinary team covering street lighting, drainage, structures, flood risk, and more. You’ll champion safety, innovation, and value for money, ensuring our highways are maintained to the highest standards.

You’ll work closely with local communities, elected members, and regional partners to identify priorities, secure investment, and deliver real outcomes. Whether it’s developing a new asset strategy or responding to complex infrastructure challenges, you’ll be at the forefront of change.

What will your day look like?

  • Leading a team of engineers and technical experts to deliver core highway services.
  • Building strong relationships with stakeholders and partners to unlock funding and drive innovation.
  • Overseeing complex maintenance programmes and ensuring compliance with legislation and best practice.
  • Championing a place-based approach that reflects the needs and aspirations of our communities.

Why North East Lincolnshire?

Our area is defined by our communities, our heritage and our momentum of change.

From our nationally significant renewable energy and industrial assets to our evolving town centres and stunning coastline, North East Lincolnshire is a place where people can build great lives and where leaders can play a key role in unlocking potential and delivering meaningful change.

Help us shape what comes next.
