About the RoleWe are looking for an experienced and motivated Client Finance Manager to lead aspects of our Client Finance Service. This is a leadership role with responsibility for a broad range of client finance functions. You will lead and develop managers and specialist teams, creating a positive and high-performing environment where colleagues can develop, succeed and deliver excellent services. You will provide leadership across Financial Assessment, Court of Protection and Appointeeship, Provider Payments, Direct Payments, Deferred Payments, Client Billing and other client finance services.
You will ensure services are delivered efficiently, accurately and in line with legislation, council policies and professional standards. You will play a key role in improving processes, developing policies and ensuring residents, providers and colleagues receive a high-quality and customer-focused service.
- Lead and develop managers and teams across the Client Finance Service.
- Ensure services are delivered in line with legislation, council policies and performance standards.
- Drive service improvement, performance management and operational excellence.
- Develop and maintain policies, procedures and frameworks that support effective service delivery.
- Provide expert advice and guidance on complex client finance matters.
- Build strong relationships with colleagues, partners and external organisations.
- Lead the development of systems and processes to improve efficiency, compliance and customer experience.
- Use performance information to identify opportunities for improvement and drive positive change.
- Leadership and management experience within finance, client finance or Adult Social Care.
- Strong knowledge of Adult Social Care charging, income collection, debt management and client finance processes.
- Excellent leadership skills with experience of creating a learning environment that encourages continuous improvement.
- Experience of managing complex services, competing priorities and organisational change.
- Excellent communication, influencing and stakeholder management skills.
- Strong analytical skills and the ability to solve complex problems and provide balanced advice.
- The ability to build effective relationships and work collaboratively across services and with external partners.
- Detailed knowledge of local government finance or the ability to quickly develop expertise in this area.
- The ability to balance multiple priorities and adapt to a changing environment.
The Client Finance Service provides a range of financial services that support Adult Care. We work with residents, families, providers and colleagues to ensure people are charged fairly, payments are made correctly, and financial information is accurate. This role provides leadership across the service while supporting continuous improvement and strong financial governance.
