Senior Commissioning Officer – Adult Care

Job Introduction We are establishing a new Strategic Commissioning Service, within our Adult Care Directorate and are ambitious about our plans to invest in and advance our approach to innovative, evidenced based commissioning, driving the delivery of positive outcomes for the people of Lincolnshire, in a compliant and efficient way.

To support delivery of our ambitious plans and continue our improvement journey, we are seeking to recruit exceptional senior commissioning officers, who are forward thinking and well versed in operating across the commissioning cycle, in a way which is collaborative internally and across the strategic partner landscape and connects local and national agendas. Our Senior Commissioning Officers will work under the direction of Commissioning Managers, leading and supporting the delivery of commissioning plans, which underpin our wider strategic intent. These posts will operate across the Service and take a lead for specific thematic areas of activity (Early Intervention & Prevention, Living Well or Ageing Well). Working with the senior leadership team in establishing and embedding new ways of working, presents an exciting opportunity, to help shape our emerging service and build the foundations for a supportive and continuous learning culture.
What we are looking for:

Relevant degree or equivalent level qualification or equivalent significant end-to-end commissioning knowledge, skills and experience within the adult care sector more broadly and in particular at least one of the priority portfolio areas (Early Intervention & Prevention, Living Well or Ageing Well). This must also include advanced knowledge of all relevant legislation as well as national and local regulations, guidance, priorities, policies and procedures.
Recent and relevant end-to-end commissioning delivery experience, spanning activity across all stages of the commissioning cycle, with evidence of successful implementation at each stage and an understanding of the interdependency of the activity and application of continuous learning whilst progressing through the cycle.
Demonstrable experience in the application of analytical, judgemental, creative and development skills, to analyse and interpret highly complex information and make recommendations. All of which being used to draft the documents, papers, reports and communications required to engage stakeholders and support informed decision making through appropriate internal and external governance arrangements.
