IntroductionMaryland Benefits (MD Benefits) is a dynamic, cloud-based platform. This enterprise-wide digital service allows organizations to build, test, host, operate, and integrate mission-driven applications, data, and emerging technologies. MD Benefits offers cloud-based Platform-as-a-Service (PaaS) capabilities, a shared data architecture, and product development services, all developed by the State of Maryland to help multiple agencies deliver and manage health, human, and social service benefits and programs.
On July 1, 2025, the operation of the MD Benefits shared platform and statewide applications transitioned from the Department of Human Services (DHS) to the Department of Information Technology (DoIT).

We are seeking an experienced and passionate Dev Ops Lead (Applications) to guide application development and deployment lifecycle. This position requires a hands‑on leader, responsible for mentoring a team of Dev Ops engineers, architecting robust CI/CD pipelines, and fostering a culture of automation, collaboration, and continuous improvement. The ideal candidate has deep technical expertise in modern Dev Ops practices. This position is a crucial link between our development and operations teams, ensuring seamless delivery of high‑quality software.
Responsibilities- Team Leadership:
Lead, manage, and mentor a team of Dev Ops and Platform Engineers. Foster a collaborative and innovative team culture, promoting ownership and continuous learning. - Platform Architecture:
Architect and implement a scalable, secure, and highly available cloud infrastructure on [AWS/Azure/GCP]. Drive technical strategy and roadmap for the platform. - Infrastructure Automation:
Champion an "everything‑as‑code" philosophy. Lead the development and maintenance of our Infrastructure as Code (IaC) using Terraform and configuration management tools like Ansible. - CI/CD Frameworks:
Design and maintain centralized, reusable CI/CD frameworks and templates (e.g., using Git Lab CI, Jenkins, Azure Dev Ops) that enable development teams to build, test, and deploy their applications with speed and confidence. - Observability & SRE:
Implement and mature a robust observability stack for monitoring, logging, and tracing (e.g., Prometheus, Grafana, ELK, Datadog). Define and track Service Level Objectives (SLOs) and error budgets to ensure platform reliability. - Kubernetes Platform Management:
Own the administration, security, and lifecycle management of our Kubernetes clusters (EKS, AKS, or GKE), ensuring they are a stable and efficient platform for our containerized workloads. - Security & Governance:
Collaborate with the security team to embed security controls, policy enforcement, and compliance checks directly into the infrastructure and deployment lifecycle. - Cost Optimization:
Proactively monitor and optimize cloud resource utilization to manage and reduce operational costs.
- 7+ years in Dev Ops, SRE, or Platform Engineering roles.
- Minimum 2 years in a team leadership or technical lead capacity.
- Advanced experience with at least one major cloud platform (AWS, Azure, or GCP).
- Deep hands‑on expertise with Terraform in a complex, production environment.
- Strong Kubernetes administration skills, including CNI networking, security, and scaling.
- Experience with container tools like Docker.
- Proficient in scripting or programming (Python, Go, or Bash).
- Proven ability to lead technical strategy, mentor teams, and communicate cross‑functionally.
- Bachelor’s degree in Computer Science, Engineering, or a related field. A combination of technical certifications and experience can be used in place of a college degree.
- Experience with service mesh technologies (e.g., Istio, Linkerd).
- Knowledge of database management and automation (SQL and No
SQL). - Familiarity with Dev Sec Ops principles and tools.
- Relevant certifications (e.g., AWS Certified Dev Ops Engineer, Certified Kubernetes Administrator).
