Casual PURPOSE AND FUNCTION OF THE POST The postholder will manage and carry out functions of the Estates Regulation (Marine Facilities & Car Parks) Service Unit in order to ensure our Marine facilities and Car parks ongoing compliance with appropriate legislation and best practice. SERVICE UNIT RESPONSIBILITIES The responsibilities for the Regulation of Marine Facilities include:
To provide and oversight and line management responsibilities for the operational Harbours team to ensure Councils ongoing compliance with the Port Marine Safety code, achieved via a robust Marine Safety Management System (MSMS) and its extensive list of accompanying polices & procedures, including but not limited to:
Marine Risk assessments Structural surveys Bathymetric surveys Port waste management plans To oversee the development, implementation and ongoing review of the Councils Harbours Strategy, ensuring they meet the needs of the Boroughs residents and marine-based businesses and aligns with Councils corporate priorities (Economic, Environmental & Social) Consistently achieving satisfactory independent audits for the MSMS and presenting findings to Council. To oversee the applications for and compliance with all relevant statutory consent processes applicable to our Marine facilities, including Marine Construction Licenses, Habitats Regulations assessments, Waste Transfer notes etc.

To regularly monitor the effectiveness of our Marine Facilities, via stakeholder meetings, user surveys etc and implement appropriate improvements. To oversee the delivery of the Councils Marine Safety Training Scheme (MSTS), to promote marine safety within the local community. To look for opportunities to develop the MSTS and implement similar innovative schemes that align with Councils corporate objectives. To regularly review pricing structures at our marine Facilities in order to remain attractive to users but not result in an unacceptable burden to the ratepayer.

To seek out and apply for external funding opportunities to help develop and improve our Harbours and Marine facilities at minimal cost to the ratepayer. The responsibilities for the Regulation of Car Parks include:
To oversee the development, implementation and ongoing review of the Councils Car Parks Strategy, ensuring that our car parks meet the needs of the Boroughs residents and businesses and aligns with Councils corporate priorities (Economic, Environmental & Social) Develop, Implement and review legislation in conjunction with Councils legal representatives and other stakeholders as appropriate. Develop and review car park enforcement contract specifications in conjunction with other local authorities through the regional off street parking group to support procurement exercises and ensure value for money for the Council.

Overseeing enforcement services within our public car parks (currently via an enforcement contract with Marston (Holdings) Ltd) to ensure Councils ongoing compliance with relevant off street parking regulations. To continually review new technologies and developments in car park operation and management solutions to ensure a modern, efficient service to ratepayers, in line with Council legislative remit. To continually review current trends in sustainable transport solutions and ensure our car parks evolve to enable sustainable transport where practical.
