Job Goal:
The Chief Human Resource Officer provides leadership in all SASED operations related to personnel practices (recruitment, employment, retention, records, discipline and professional development), contract administration, collective bargaining, staff evaluation, orientation and mentoring.

Qualifications
  • Bachelor’s or Master’s Degree.
  • Experience in human resources administration in an educational setting (minimum of 3-5 years).
  • Expertise in personnel recruitment, employment, and retention.
  • Knowledge of bargaining and labor relations.
  • Knowledge of educational staff evaluations and disciplinary investigations, including Title IX.
  • Knowledge of the Illinois School Code and special education licensure.
  • Such alternatives to the above qualifications as the Board may find appropriate and acceptable.

Duties and Responsibilities
  • Serves as a member of the Executive Director’s leadership team by actively participating in and contributing to the leadership team meetings and initiatives.
  • Manages all aspects of the human resource department including processes, procedures, staff, and data.
  • Prepares reports for the Board of Directors as needed.
  • Provides leadership in the area of recruitment and retention of all licensed, educational support, and registered personnel.
  • Recommends highly qualified candidates for employment.
  • Coordinates licensure and ensures qualifications, aligned to the State and Federal guidelines for all personnel.
  • Develops and manages pipeline activities with local universities and colleges and recruitment and retention initiatives.
  • Works collaboratively with the Community Liaison to increase marketability for retention and recruitment.
  • Serves as liaison to SASED’s attorney for all labor concerns.
  • Serves as liaison to SASED associations and collective bargaining units.
  • Recommends to the Executive Director the employment and release of all personnel.
  • Collaborates with the Assistant Director of Programs and Services and Assistant Director of Business/CSBO to develop annual staffing patterns for licensed, educational support, and registered personnel.
  • Develops and oversees onboarding for all new employees.
  • Collaborates with the Assistant Director of Programs and Services on student teaching operations with colleges/universities.
  • Coordinates development and updating of job descriptions, salary classifications, and salary ranges for staff not in a bargaining group.
  • Manages personnel data and official records using electronic systems that comply with all Federal and State guidelines.
  • Leads negotiations and provides leadership for implementation and interpretation of the collective bargaining agreements.
  • Provides leadership to all administrators and coordinators in the evaluation of all licensed, non licensed, educational support, and registered personnel including the set up and maintenance of all evaluation documents.
  • Collaborates with administrators on difficult or sensitive personnel matters including remediation plans, supervisory conferences, accommodation plans and discipline appearances.
  • Work closely with instructional programs to strengthen performance standards, accountability, and contractual obligations.
  • Provides leadership and coordinates benefits such as health, dental, worker compensation, unemployment and leaves as outlined in policy and/or collective bargaining agreements.
