department. Attorney ii provides legal support to the arkansas insurance department in the regulation and enforcement of arkansas laws governing pharmacy benefit managers. This position assists the pbm general counsel for pbm matters by conducting legal research, drafting enforcement‑related documents, and supporting regulatory enforcement actions involving pharmacy benefit managers operating in arkansas. The primary focus of this role is pbm enforcement and compliance, including matters involving licensing, reimbursement requirements, pharmacy-submitted complaints, and other pbm centered statutory and regulatory obligations.

this position requires on-site employment with no remote or hybrid options available.

preferred qualification

three years’ experience practicing law, and knowledge of the arkansas administrative procedure act, the arkansas pharmacy benefits manager licensure act, and the arkansas freedom of information act strongly preferred.

special job requirements

occasional to frequent in-state travel to attend fact finding meetings, advisory meetings, hearings, and administrative and judicial proceedings is required. Occasional out-of-state travel related to agency legal matters may be required.

job responsibilities and expected results

attorney ii, serve as associate attorney for the pbm division, provides legal support for the regulation and enforcement of arkansas laws governing pharmacy benefit managers. This position conducts legal research and analysis related to the arkansas pharmacy benefit manager licensure act, related statutes, and applicable rules; drafts enforcement correspondence, legal memoranda, briefs, and other written materials for use in administrative proceedings;

and assists in the development and execution of enforcement actions regarding pharmacy benefit managers.

attorney ii works collaboratively with pbm division staff to review pharmacy complaints, support enforcement determinations, and ensure that enforcement actions are legally sound and factually supported. This position also assists the general counsel in preparing materials for hearings, consent orders, and other regulatory actions, monitors legal developments affecting pbm regulation, and performs related duties as assigned in accordance with state law and regulatory policy.

Conduct in‑depth legal research on statutory, regulatory, and constitutional issues. Draft legal memoranda, contracts, interagency agreements, and official opinions. Review and approve agency contracts, procurement agreements, and administrative decisions to ensure compliance with state laws. Advise agencies on ethics, administrative law, public records, and employment-related legal issues.
