Senior Finance Transformation Consultant - R2R

Home-based with 1-2 days travel per week

A major public sector transformation programme is consolidating multiple government accounts into a single, standardised finance operating model. We are seeking a Senior Finance Transformation Consultant to lead the design and implementation of Record to Report (R2R) processes within this shared services environment. This is a transformation and service design role - not a BAU finance position. You will play a key role in shaping scalable, controlled and ERP-enabled R2R processes that underpin financial integrity across the programme.

• Lead the design of end-to-end Record to Report processes (GL, journals, accruals, reconciliations, period‑end close, reporting and audit support)
• Contribute to the development of the Finance Operating Model and Service Blueprint
• Facilitate workshops with senior government finance stakeholders to capture accounting requirements
• Translate requirements into future‑state process designs, functional specifications and SOP documentation
• Align R2R processes to Oracle ERP standard functionality, minimising bespoke variation
• Ensure strong financial control, governance and audit readiness within a regulated public sector environment
• Support mobilisation and standardisation across multiple service recipients

• Strong experience in Record to Report within finance transformation or shared services environments
• Accounting qualification
• Public sector or central government finance experience
• Experience designing and implementing R2R processes (not just operating them)
• Oracle ERP exposure within a standardised finance environment
• Experience producing functional documentation, process maps and operating model artefacts
• Confidence engaging senior stakeholders and leading workshops
• Eligible for SC Clearance

• Experience with in central government shared services
• Experience working within BPO or large‑scale mobilisation programmes
