About the Role
The Combined Authority is in the middle of an exciting period of change and growth and we are looking for an ambitious, highly committed, and skilled Strategic Finance Manager – Technical Services. The focus will be on delivering an exceptional, high-quality service that enables the authority to meet its statutory financial reporting requirements. This role will be instrumental in leading the Technical Accounting Function, providing a comprehensive and proactive technical accounting service that includes the preparation of financial accounts, treasury and tax strategies, and serving as the authority’s expert on technical accounting issues.
It also involves supporting the setup of complex organisational structures and determining how they are integrated with the Authority’s main financial accounts.
The role will act as a key liaison between the Finance Team and the wider organisation, linking with Senior Managers to provide treasury investment/borrowing, taxation and technical accounting advice in support of delivering major projects for the authority.
About the PersonWe are looking for a qualified accountant with significant experience of working at a senior level in a complex organisation within a technical accounting environment. You must be a team player used to working across finance and non‑finance teams, and able to produce financial accounts and provide treasury and tax information to support service delivery.
KeyEssential Criteria
- Significant experience of producing financial statements and leading the external audit process.
- Experience of undertaking treasury management and taxation activities.
- Extensive knowledge of the Local Authority Accounting Code of Practice.
- Local Government Pension Scheme contributions between 5.5% and 12.5%

Salary Range- £59,311 – £70,405 per year
