The recruitment process will include a value‑based interview as well as a formal interview, with the Panel including the Clinical Director and representatives of NOTSSCaN Division and of the Chief Medical Officer. The post will attract 1 SPA, which can either be in addition to the existing job plan, or replace other activity. A job plan can have a maximum of 12 PAs.

Responsibilities
  • Providing clinical leadership within the clinical service, working collaboratively with the Service Manager and the Nursing Leads within the Service.
  • To work in a collaborative manner within the management structure of the Directorate.
  • Monitoring the quality and safety of activities and proposing and implementing actions to address any concerns in conjunction with the Matron and Directorate Manager.
  • Planning the delivery of efficient, cost‑effective clinical services within resources available.
  • Promoting and leading innovation and improvements in clinical productivity and service delivery.
  • Ensuring effective communication between the specialty and the Directorate and Divisional Teams. This includes in‑person communication, as well as timely engagement with and replies to e‑mail communication.
  • Facilitating research and development, teaching and training.
  • Develop/maintain links with key external organisations.
  • Develop/maintain links with specialties within the Trust – the preparation of the strategic and annual plans for the service and contribute to the development of the Directorate's strategic and annual plan.
  • To take part as appropriate in annual service agreement negotiations;
    To work with the Clinical Director, Directorate Manager and Matron's as appropriate in the preparation of business cases and service developments.
  • Operational management – to ensure that appropriate systems are in place for the effective delivery of patient care including review of theatre scheduling and outpatient timetables; to manage staff annual leave in line with Trust's Annual Leave Procedure for Medical Staff; ensuring sufficient capacity is available to support local and national standards including the national Specialised Vascular Services Key Quality Standards at all times;

    to ensure and encourage the effective implementation of all Trust policies including health and safety, procedures and standards; organising and chairing the Specialty and Consultants' meetings; attending and participation in the quarterly Directorate Performance meeting, Clinical Governance Meeting and the monthly Clinical Lead meeting with the Clinical Director, Directorate Manager and Matron's; to be responsible for, with the Clinical Director and Directorate Manager, and play an active role in, the achievement of National and Local performance standards;

    the 18‑week Referral to Treatment (RTT) standard, the FDS, 31 day and 62 day cancer standards, results endorsement, discharge letters, cognitive screen compliance and VTE compliance.
  • Financial management – to be familiar with the financial (Power BI) and performance metrics of the Trust; to remain within the financial resources available and to take corrective action when required; to ensure that the clinical service operates within the Trust's Standing Financial Instructions & Standing Orders; to work with the Directorate management team and other colleagues where appropriate to achieve savings targets and ensure financial viability;

    to take an active role in the Trust's Service Line Reporting Programme and to work with colleagues to improve data quality in this area and find solutions to allow for financial sustainability; to work with colleagues to identify areas where savings or income generation can be found and to work towards delivering these once identified.
  • Personnel and organisational development – to ensure there is effective communication within the clinical service; to meet regularly with the service manager for Vascular Surgery and senior nursing staff; to implement the Trust‑wide personnel policies; to work collaboratively with all clinical and non‑clinical colleagues; to ensure appropriate arrangements are in place to allow for timely recruitment of replacement posts.
