The role:
Liverpool is a city on the move, and we’re looking for a Team Leader of Placemaking and Policy who wants to be at the heart of it.
We are looking for a dynamic and experienced person to lead on the management of S106 and CIL contributions including scrutiny of and making recommendations on project proposals, recommending resource allocation and monitoring delivery.
This is a key role in the Planning Service and will require someone with real drive to manage the S106 process and ensure the collection and monitoring of monies received and spent.
- As the Team Leader of the Infrastructure team, you will be required to effectively manage the team including setting objectives and managing performance and will have excellent financial and analytical skills and work under pressure and with competing targets and deadlines.
- The Team Leader will lead on the management of S106 and CIL contributions including scrutiny of and making recommendations on project proposals, recommending resource allocation and monitoring delivery.
- As the Team Leader you will lead on providing expert viability advice, guidance, challenge and support as well as ensuring the Infrastructure Funding Statements (IFS) are produced and published on time.
- The Team Leader will be responsible for leading any introduction and management of the Community Infrastructure Levy (CIL) and will ensure there is a systematic and rigorous process in place for the monitoring of and compliance with legal agreements requirements, issuing of invoices and any necessary debt recovery action.
- In this role you will provide effective and efficient financial management and reporting within the service, directorate, council and to various committees and ensure expert viability advice is provided for S106 and CIL matters, either using own expertise or via external consultants.
