We’ré looking for a Development Delivery Manager to lead the delivery of Liverpool City Council’s digital products, platforms and services. Working in partnership with the Technical Lead, you'll ensure development activity is planned, prioritised and delivered effectively, while supporting the successful delivery of solutions aligned to agreed technical standards and architectural principles. You'll balance project delivery, operational support and evolving business demands, ensuring development capacity is deployed effectively and delivery commitments remain realistic and achievable.

As part of our Digital Technology team, you'll lead a multidisciplinary development function spanning both full-stack and low-code development teams. You'll be responsible for maintaining delivery roadmaps, managing demand and capacity, and providing the governance needed to support successful outcomes across a complex digital portfolio. You'll play a key role in shaping the future of digital delivery at Liverpool City Council, leading talented teams and helping deliver services that residents and staff rely on every day.

• Lead the development delivery portfolio
  - Oversee a diverse portfolio of projects, support activity and continuous improvement initiatives, ensuring resources are focused on agreed priorities
• Manage roadmaps and delivery planning
  - Maintain a clear development roadmap, managing dependencies, risks, resource requirements and delivery commitments across multiple work streams
• Drive governance and prioritisation
  - Ensure demand is assessed, prioritised and sequenced appropriately, balancing competing priorities and available capacity
• Develop high-performing teams
  - Lead, support and develop developers through effective workforce planning, coaching, mentoring and performance management
• Build strong stakeholder relationships
  - Work collaboratively with service areas, suppliers and partners to manage expectations, communicate progress and ensure successful delivery outcomes
• Use data to improve delivery performance
  - Monitor capacity, throughput, risks and delivery outcomes, using insight to support informed decision-making and continuous improvement
• Support successful digital transformation
  - Work across the organisation to identify opportunities for service improvement, automation and digitisation, ensuring delivery plans align with organisational objectives
• Apply effective delivery practices
  - Promote consistent approaches to planning, estimation, testing and release management, with an understanding of the Software Development Lifecycle (SDLC) and modern delivery approaches
