This is professional work that requires the ability to develop and implement procedures, and ensure compliance with all Virgin Islands rules, regulations and laws as it pertains to the entire student services program. Work involves a high level of responsibility of providing a variety of supervisory and administrative tasks in developing and implementing the district’s vision that encompasses a comprehensive student services plan.

This includes the supervision, direction, and evaluation of personnel, operations, and programs involving school health, safety, counseling, student attendance, transportation, and social services in addition to district registration, enrollment, and placement testing processes. Employee will also oversee the student referral, transfer, and withdrawal procedures. This employee monitors the overall effectiveness of student services programs and coordinates with other divisions, outside agencies and other school systems to bring new ideas to the programs providing support services directly to students.

The individual will work under limited supervision with considerable latitude for the use of initiative and independent judgment. This individual reports to the Insular Superintendent or designee.

Duties and Responsibilities

  • Advises the Superintendent on procedural development and student decisions;
  • Review the goals, objectives, policies, procedures and priorities within the section;
  • Assists with the interpretation of policies and procedures related to student support services and cooperate with other department officials to facilitate department policy, procedural, and priority-related issues as they arise;
  • Provides oversight and direction for a wide variety of program components (e.g. student support services, counseling and guidance, prevention programs, school safety, truancy prevention, health services, student registration, student transfer processes, student school bus transportation, discipline processes, related parent education programs, etc.) for the purpose of delivering services which conform to established guidelines and regulations;
  • Develops long and short range plans/programs and annual budget for the purpose of ensuring that the district’s resources are effectively utilized;
  • Evaluates programs and/or projects (e.g. student support services, counseling and guidance, prevention programs, safety and crisis intervention, etc.) for the purpose of carrying out and achieving objectives within area of responsibility;
  • Monitors student attendance and student discipline to include suspensions, expulsions, student and parent complaints, attendance, transfers, etc. for the
