Technical Officer/Trainee Planner Toworkasapartofateamresponsibleforallsupportingadministrativefunctionsfortheprocessingofplanningapplications ,includingreceipt,scanning,validation,consultation,committeepreparationandtheissuingofdecisionnotices. Toassistwiththepreparationoftheagendaforthe Planning Application Committee . Toprovidecustomeradviceonplanningmattersandtoaccuratelydirectcustomerstotherelevantauthoritiesforadviceonothertopics. Principal Accountabilities Technical Officer /Trainee Planner Carryoutallproceduresassociatedwiththelegalvalidationofplanningapplications,includingcheckingfees,ensuringthatalldocuments,certificatesandplansarecorrectlysuppliedandnegotiatingvariationstosubmitteddocumentsandplans. Toreceiveandreceiptapplicationsandaccompanyingfees,ensuringthatallmoneypaymentstakenareproperlyrecordedandmadesafependingbanking,maintainingdailyrecordsofallfeesandsalesincomereceivedinaccordancewithadoptedprocedures. Toberesponsibleforaccuratelyidentifyingallrelevantconsulteesforeachapplicationtypeandtocarryoutallconsultationnotificationandcorrespondenceproceduresconnectedwithplanningapplication,withintherequiredtargettimes. Tousethedocumentmanagementsystemtoscanandindexapplicationdocuments,usingmultipledatasourcestoidentifythecorrectindextoapplytodocuments. Tocarryoutallothersupportfunctionsinconnectionwiththeprocessingofplanningapplications,includingco-ordinatingthemajorcasesmeetingagenda,preparationofcommitteepresentationsandtheissuingofdecisionnotices. Wherearecognisedtechnicalqualificationisbeingundertakenorthepostholderissuitablyexperiencedandsubjecttomanagementagreement,todealwithallaspectsofrangeofsimpleplanningapplications. Toparticipateinthemaintenance,developmentandimplementationofprocessesandsystems,includingcontinuousreviewtoensurebestworkingpracticeandservicedelivery. Toundertakebasicresearchandrecordtechnicalinformationincludingstatisticalreturnswhennecessaryfortheperformancemanagementpurposes. Toberesponsibleforloggingplanningapplicationfeeandsalesincome,refundsandassociatedbankingfunctions,viathe
Oraclefinancesystem. Toprovideadvicetocustomersbothinperson,bytelephoneorelectronicmeans,onplanningprocessmattersandtoaccuratelydirectcustomerstotherelevantauthoritiesforadviceonothertopics. Toensurethatthecouncil'sstatutoryregistersofcurrentanddecidedplanningapplicationsaremaintainedandupdatedasnecessary Toworkflexiblyinundertakingthedutiesandresponsibilitiesofthisjobandparticipateasrequiredinmulti-disciplinaryandcross-organisationalgroupsandtaskteams. Relevant Experience Technical Officer /Trainee Planner Experienceofprovidingcomprehensiveadministrativesupport,andacustomerfacingservice,aspartofateamwithinabusyanddemandingenvironment. Experienceofworkingtotightdeadlineswithconflictingpriorities. Experienceofprovidingadvicetocustomers.
