The Contract & Procurement Officer supports the procurement, management, and oversight of contracts across Housing Services, ensuring compliance with statutory and local procurement policies. The role is critical in delivering high-quality housing services, managing risk, and ensuring value for money across contracts exceeding £100 million annually.
Key Responsibilities- Assist with procurement and contract management, including the Dynamic Purchasing System (DPS) and electronic contract management systems (eCMS).
- Monitor contractor compliance with contract terms, insurance, and legal requirements.
- Support contract mobilization, demobilization, and TUPE transfers.
- Maintain accurate contract records, including variations, amendments, and performance reviews.
- Work with internal teams (finance, legal, corporate procurement) and external stakeholders (contractors, auditors, consultants).
- Assist in risk management, performance monitoring, and reporting on contracts.
- Ensure procurement activities contribute to social, economic, and environmental outcomes.
- Knowledge of public procurement, contract management, and housing/construction services.
- Experience in using IT systems to manage contracts, monitor performance, and report data.
- Ability to analyze business requirements, identify risks, and prioritize actions.
- Experience working in a team to achieve procurement or contract objectives.
- Relevant degree or professional qualification in procurement, law, or the built environment.
