Help us protect homes, support communities and ensure our properties are available for those who need them most.

We’re looking for an experienced and proactive Tenancy Fraud Officer to join our team and play a vital role in protecting our homes and supporting our residents. Working closely with colleagues, partner agencies and legal services, you will investigate tenancy fraud, recover properties and help ensure our homes are occupied by those who are genuinely entitled to them.

This is an exciting opportunity to combine investigative expertise with a passion for delivering excellent customer outcomes, making a real difference by protecting valuable housing resources and strengthening the communities we serve.

What’s in it for you

In addition to the salary, we offer a number of benefits, including:

  • High street discount schemes
  • Health cash plans
  • 26 days’ annual leave, increasing to 29 after three years, with the opportunity to buy more
  • Flexible bank holidays – take them when it suits you
  • Car leasing scheme
  • Hybrid working – offering you the flexibility to thrive in your role. You will have the opportunity to blend the best of both worlds, spending approximately two to three days per week in the office once settled in the role. This is flexible and depends on meeting cycles and board activity. We also offer an optional nine‑day fortnight scheme, allowing you to compress your hours if it suits the role.
What you’ll be doing
  • Investigate allegations of tenancy fraud, abandonment and non‑statutory succession from initial enquiry through to resolution.
  • Work with internal teams, legal partners and external agencies to recover homes obtained through tenancy fraud.
  • Gather evidence, interview tenants and prepare witness statements for legal proceedings.
  • Lead on complex fraud cases, attending court and providing evidence where required.
  • Build strong partnerships with local authorities, the police and other agencies to prevent and tackle fraud.
  • Promote tenancy fraud awareness across the organisation through advice, guidance and training.
  • Analyse intelligence and data to identify fraud trends, risks and opportunities for prevention.
  • Maintain accurate case records and ensure investigations comply with legislation, policies and best practice.
What we’re looking for
  • Significant experience investigating tenancy fraud within a housing environment.
  • Strong knowledge of tenancy management, housing legislation and legal processes.
  • Experience preparing evidence and supporting legal action, including court attendance.
  • Excellent investigation, interviewing and report‑writing skills.
  • Strong communication and relationship‑building skills with the ability to influence a range of stakeholders.
  • Experience working collaboratively with partner agencies, including local authorities and the police.
  • A proactive, resilient and organised approach, with the ability to manage a varied caseload.
  • A customer‑focused mindset with a passion for protecting homes and delivering fair outcomes for residents.
Disclosure and Barring Service

This role requires the successful candidate to complete a standard/enhanced DBS check. A standard/enhanced DBS check will show any spent and unspent convictions.

So why do we need to know this information? This role will be required to visit or support PA Housing residents in their own homes on a regular basis. Therefore we have a duty to our residents to ensure that we have taken precautions regarding who will be visiting them and representing PA Housing.

Having unspent convictions will not necessarily preclude you from being recruited into the role; if you are potentially the successful candidate, we will complete a risk assessment with you to understand the circumstances around your conviction, how relevant they are to the post you have applied for and what remedial action, if any, you have taken since your conviction. Suitable references will also need to be obtained prior to commencement of employment.
