Local authority looking for an experienced
Hybrid Project Manager / Lead Business Analyst
to lead the end-to-end implementation of a
Housing Needs System.This is a hands-on delivery role combining robustproject leadership with strong business analysis capability, working closely with Housing Needs services, ICT teams, and the software supplier.
You will have demonstrable experience of:
- End-to-end implementation
of a Housing Needs System (or very similar housing application) - hybrid PM / Lead BA
capacity - Local Authority delivery environments
Experience delivering one or more of the following (ideally across multiple areas):
- Housing Allocations /
Choice Based Lettings - Housing Register
- Homelessness Prevention
- Housing Options
- Homelessness Case Management
- Supplier, contract, and commercial management
- Budget management and delivery reporting
- Project governance, RAID management, and stakeholder engagement
- Development of a full
delivery roadmap
and
project plan - Coordination and management across
Housing Needs
,
ICT
, and the
software supplier
- Workshop facilitation and requirements gathering across multiple stakeholder groups
- Translating
Housing Act Part 6 & Part 7requirements into system/process design - Service redesign and
user journey mapping - Process mapping (
As-Is / To-Be
) - Data migration strategy and interface specifications
- UAT planning/support, training approach, adoption planning, and go-live readiness
