We are recruiting for an experienced Technical Services Manager to join an exciting, fast-growing construction business delivering high-quality projects across a diverse range of sectors. The successful candidate will lead the delivery of Mechanical, Electrical and Public Health (MEP) services across both the pre‑construction and construction phases of projects, ensuring technical excellence, programme certainty and successful project outcomes.
Key Responsibilities Pre‑Construction- Lead the technical review of Employer's Requirements, consultant specifications and tender documentation
- Develop robust and compliant MEP strategies during the bid and pre‑construction phase
- Review subcontractor proposals, technical submissions and design solutions to ensure best value and compliance
- Manage technical queries and Requests for Information (RFIs) throughout the tender process
- Attend tender meetings, client presentations and design workshops where require
- Provide technical input into construction methodologies, commissioning strategies and project programmes
- Collaborate with commercial and pre‑construction teams to develop competitive and deliverable MEP solutions
- Identify technical risks and opportunities early in the project lifecycle
- Take overall responsibility for coordinating MEP design, installation, commissioning and handover activities
- Review and manage technical submissions, drawings, design development and consultant information
- Ensure MEP installations are delivered in accordance with approved designs, specifications, Building Regulations and quality standards
- Chair and attend design coordination, technical and subcontractor meetings
- Work closely with Project Managers and Site Teams to monitor progress, manage programme risks and resolve technical issues
- Oversee validation, testing and commissioning activities, ensuring systems are delivered to the required performance standards
- Manage the production and review of commissioning documentation, Operation & Maintenance Manuals, as‑built drawings and handover information
- Support the successful completion, client demonstrations and final project handover
- Build and maintain strong working relationships with clients, consultants, design teams and specialist MEP subcontractors
- Provide technical leadership and guidance to project teams throughout the delivery process
- Drive best practice, quality standards and continuous improvement across project
- Support value engineering initiatives without compromising quality or compliance
- Promote collaborative working and proactive problem‑solving across all stakeholders
- Proven experience as a Technical Services Manager, Building Services Manager or Senior MEP Project Engineer within the construction industry.
- Strong knowledge of Mechanical, Electrical and Public Health building services
- Experience delivering projects through both pre‑construction and live construction phases
- Good understanding of Design & Build and traditional procurement routes
- Ability to review technical designs, specifications and subcontractor proposals
- Strong understanding of commissioning, testing and project handover processes
- Excellent communication, coordination and stakeholder management skills
- Commercial awareness and the ability to identify project risks and opportunities
- Relevant building services qualification (HNC/HND, Degree or equivalent) or a recognised trade background with significant industry experience
