Contract Type:
Permanent, Full Time, 35 hours per week
Salary: £57,094 per annum to £63,032 per annum (London weighted salary) or £49,502 per annum to £55,106 (Regional salary), dependant on experience.
* Plus £1,300 Essential Car User allowance
Grade: 10
Reporting Office:
London, Stratford or Manchester, Trafford
Agile Worker: 20% - 40% of contractual hours to be worked from reporting office/working location (hybrid working)

We have an exciting opportunity for a Pre-Construction Project Manager who will lead the planning and development of a diverse portfolio of projects, including planned investment programmes, mechanical and electrical works, complex refurbishment schemes and fire safety remediation projects.
Working within our Major Works Pre-Construction Team, you'll play a crucial role in transforming project concepts into fully developed, cost-effective and de-risked solutions that are ready for delivery by our contractors and partners. You'll act as the vital link between Asset Strategy, Housing Management, Commercial, Compliance and Regional Delivery teams, ensuring projects are effectively scoped, planned and prepared for successful construction.
Reporting to the Regional Programme Manager (Pre-Construction), you'll manage multiple projects simultaneously, driving all pre-construction activities through to completion. Your focus will be on ensuring projects are fully developed, risks are identified and mitigated, and every scheme is handed over to the Regional Delivery Team ready for a smooth transition into the construction phase

As a Pre-Construction Project Manager, you'll help shape and develop a diverse portfolio of capital works projects, turning complex data and strategic priorities into practical, deliverable solutions on site. From planned investment and refurbishment programmes to mechanical and electrical works and fire safety remediation projects, you'll lead projects through every stage of the pre-construction journey.
Working collaboratively across the business, you'll develop designs, technical specifications and costed proposals, ensuring projects are fully scoped, assessed and de-risked before they move into delivery. You'll challenge assumptions, identify opportunities and help ensure every project is set up for success from the outset.
Building strong relationships will be central to your success. You'll work closely with colleagues across Building Safety, Asset Strategy, Commercial, Finance, Housing Management and Regional Delivery teams, bringing people together to achieve shared goals and deliver outstanding outcomes for residents.
We're looking for a collaborative and proactive professional with experience in capital works and a track record of managing complex projects.
Experience of EWS and building safety remediation projects would be highly advantageous. Most importantly, you'll be a strong communicator who thrives in a fast-paced environment and enjoys working with others to solve problems and deliver results.
What you'll bring:
Proven experience in project management, with strong customer service skills.
Proven experience in managing a variety of programmes such as planned investment, mechanical and electrical works, complex project and fire safety remediation
In-depth understanding of EWS remediation and façade safety.
Practical experience of Gateway applications under the Building Safety Act for high-rise buildings.
Strong financial and commercial acumen, including risk management and high-level reporting.
Excellent stakeholder collaboration and influencing skills.
Strong IT and data capability, including experience managing asset data and excellent MS Office skills.
Good working knowledge of standard measured term or partnering contracts.
Strong understanding of fire risk compliance and regulatory obligations.
