Pre-Construction Housing Delivery Team Manager
- Overview
  • An ambitious social housing provider is seeking an experienced Pre-Construction Housing Delivery Team Manager to lead the development of a large-scale capital investment programme across occupied residential homes and high-rise buildings.
  • Working at the front end of the investment lifecycle, you will oversee programme development, project scoping, surveys, feasibility assessments, design coordination and compliance activities to ensure projects are fully developed and ready for procurement and delivery.
  • This is a high-profile leadership opportunity for someone who thrives in a fast-paced environment and can manage multiple work streams while ensuring safety, compliance, resident focus and value for money remain at the heart of delivery.
Pre-Construction Housing Delivery Team Manager

- Key Responsibilities
  • Lead and manage a team delivering pre-construction activities across major housing investment programmes.
  • Develop and oversee refurbishment and component replacement schemes from inception through to delivery readiness.
  • Coordinate surveys, inspections, feasibility studies and project development activities.
  • Work closely with asset management, housing, procurement and delivery teams to ensure smooth project progression.
  • Support procurement exercises, consultant appointments and tender evaluations.
  • Ensure compliance with CDM 2015, the Building Safety Act and relevant social housing regulations.
  • Monitor programme budgets, forecasts, KPIs and reporting requirements.
  • Use asset data and resident feedback to shape future investment programmes.
  • Support the transition of projects into delivery through effective mobilisation and handover processes.
  • Drive continuous improvement and service enhancement initiatives across the programme.
Pre-Construction Housing Delivery Team Manager
- Applicant Essentials Essential
  • Minimum five years' experience in a similar housing capital works or major works management role.
  • Experience managing housing refurbishment programmes and multi-million-pound projects.
  • Demonstrable experience leading teams, including Project Managers and Resident Liaison Officers.
  • Strong budget management, forecasting and KPI reporting experience.
  • Experience managing consultant and contractor performance.
  • Knowledge of social housing asset management legislation and regulatory requirements.
  • Experience using stock condition data and resident insight to inform investment decisions.
  • Strong leadership, stakeholder management and programme delivery skills.
Desirable
  • Professional membership or qualification such as RICS or CIOB.
  • Experience with Design and Build and Traditional Contract forms.
  • Experience working on high-rise and complex residential schemes.
  • Knowledge of Decent Homes and wider regulatory compliance frameworks.
