About the TeamThe GSMA’s Spectrum Team works with international bodies, national governments and the global mobile industry to build the foundation for the future of mobile. Our mission is to ensure that mobile operators have timely and affordable access to appropriate spectrum resources to meet the growing demands of mobile services. Headquartered in London, we are a global team who support our members from the mobile ecosystem.

The successful candidate will be a confident and collaborative spectrum policy professional, combining strong policy analysis, communication and stakeholder-management skills. They will support the development of the GSMA’s global spectrum policy agenda by translating complex technical issues into practical and accessible messages for different audiences. The role will also support coordination with the spectrum regional team, helping align priorities across markets and contributing to a cohesive global agenda.
The candidate will therefore engage with mobile operators, regulators, governments and other industry stakeholders, support the delivery of events and external engagements, and represent the GSMA alongside senior colleagues where appropriate in multi-cultural settings. This is a role for a proactive self-starter who can work across teams, manage multiple priorities and build strong relationships in a fast-moving international environment.
- Support the delivery of policy and advocacy materials (e.g., consultation responses, policy positions, reports, blog posts, Op-eds, thought leadership pieces, and PR content) that effectively communicate the GSMA’s stance on spectrum issues, aligning with organisational objectives and stakeholder needs.
- Support the leadership, strategically and operationally, on the relationship with the spectrum regional team, ensuring alignment of spectrum priorities across regions and contributing to a cohesive global policy agenda.
- Monitor domestic and international spectrum developments, translate complex regulatory issues into actionable insights, and ensure timely resolution of challenges.
- Support the delivery of events and workshops hosted by the Spectrum Team or third parties (e.g., content, agenda, speeches, and presentations), making sure different team members deliver on common goals.
- Represent the GSMA at external meetings and in public fora with senior colleagues, as appropriate.
- Work closely with members of the Spectrum Team and colleagues in other departments to support GSMA spectrum policy goals.
- Further engage in spectrum policy discussions and collaborate with spectrum experts, building a network with members, administrations, and other stakeholders.
- Demonstrate knowledge of spectrum management issues, both domestic and international.
- Have proficiency in verbal and written communication in English. Other languages are a plus.
- Have the ability to prepare and structure written content, including reports, educational material and formal responses to government consultations and requests.
- Deliver high-quality outputs with minimal supervision or direction.
- Demonstrate sound judgment in the escalation of issues and the formulation of solutions.
