Senior Engineer – Buildings & Civils Project Engineering & Assurance (Band3)

Scope & Responsibilities

You will provide civil engineering input to support programmes of work in line with the Mayor’s Transport Strategy, delivering new systems and solutions across TfL sites. The role involves development, approval and implementation of robust solutions through partnership working with TfL directorates and external stakeholders. You will work closely with operators and other disciplines to coordinate and solve engineering problems, particularly in renewing and enhancing railway assets.

Accountabilities
  • Act as Project Engineer (Buildings & Civils) and lead and coordinate civil design and delivery.
  • Provide independent engineering assurance on civil infrastructure‑based works.
  • Ensure compliance with TfL and Network Rail standards, specifications, governance and NTSNs (Infrastructure).
  • Manage technical interfaces to deliver integrated, buildable solutions.
  • Support development of engineering requirements and options with stakeholders.
  • Apply risk‑based engineering judgement to ensure safe, constructible and operational outcomes.
  • Support approvals including design reviews, concessions and technical submissions.
  • Ensure safety, functionality or compliance of medium‑high risk assets and engineering processes.
  • Lead the development and implementation of medium‑high complexity engineering solutions within the Multidisciplinary Civils discipline.
  • Provide internal stakeholders with professional advice to ensure delivery of high‑quality, tested and assured engineering solutions.
  • Monitor and manage risks, resolve or escalated as appropriate.
  • Represent TfL Engineering as a subject‑matter expert when engaging with suppliers, customers, industry bodies and external agencies.
  • Maintain working knowledge of applicable standards, design codes and legislation.
  • Act as a Delegated Standards Technical Authority where assigned.
  • Push continuous improvement through best practice, innovation and whole‑life cost optimisation.
Qualifications & Experience
  • Chartered Civil member of the ICE or other recognised institution, or equivalent.
  • Very good knowledge of legislation, technical standards, industry best practice, CDM, health, safety and environmental considerations.
  • Significant experience across lifecycle stages: design, construction, testing, commissioning, operation and disposal.
  • Understanding of interfaces and integration between disciplines and the wider transport system.
  • Understanding of risk management and value engineering.
  • Deep knowledge of delivering engineering within operational rail environments.
  • Able to lead design, construction, maintenance and assurance activities.
  • Experience managing multi‑disciplinary engineering teams or applying subject‑matter expertise to resolve complex technical challenges.
  • Strong professional engineering judgement on significant programmes or projects.
  • Experience building relationships and influencing stakeholders.
  • Demonstrated experience of Project Engineer (Buildings & Civils) responsibilities in a rail environment.
  • Experience operating under /L2/RSE/02009 – Engineering Management for Projects.
  • Experience undertaking the Designated Project Engineer (DPE) role.
  • Awareness of competence frameworks: /L2/CIV/1000 – Civil Engineering Infrastructure Engineering Management Competence; /L2/CIV/003 – Engineering Assurance of Building and Civil Engineering Works.
Additional Desirable Evidence
  • Formal appointment and competence to undertake roles in accordance with /L2/RSE/02009.
  • Experience with in a structured engineering assurance and competence regime aligned to Network Rail standards.
